The Department of Military and Veterans Affairs (DMVA) Division of Homeland Security and Emergency Management (DHS&EM) is recruiting for an
Emergency Management Specialist 2!

This position is in the General Government (GGU) bargaining unit at a range 16.

This position is open to Alaska Residents only.

What you will be doing:
As our new team member for the EMS 2 position you will play a vital role within the Disaster Assistance Section of the Public Assistance Branch focusing on implementing and coordinating grant-funded disaster recovery programs across both state and federal disaster declarations. You will be actively involved in leading and participating in disaster response and recovery field operations ensuring efficient deployment of resources and support to affected areas thereby strengthening the states disaster resilience and recovery efforts.

DHS&EM aims to lead efforts in preparing for and responding to all-hazards events in Alaska ensuring community resilience. The Disaster Assistance (DA) Section focuses on coordinating state and federal support to help communities respond to recover from and mitigate major disasters primarily through public infrastructure and individual assistance programs to facilitate quick recovery.

  • Program Oversight: Plans coordinates and monitors programs to ensure that federal state and/or local government program requirements and plans are met providing professional consultation on the specialized services of the program or associated project(s).

The successful applicants must pass a federal background check in order to qualify for military base access which is required with this positions work location on base. The background check may include fingerprinting. All job offers are conditional pending successful completion of the federal background check and issuance of a Defense Biometrics Identification System (DBIDS) card allowing base access. Also you must be able to maintain the clearance throughout your employment. If using a private vehicle this will require a valid Alaska Driver License proof of vehicle insurance and a valid State of Alaska vehicle registration.

State employees are guests on Joint Base Elmendorf-Richardson; clearance and access are not within the States control.

Special Note:In addition in some cases employees must be able to obtain and maintain a Common Access Card (CAC). As part of the examination process a background check investigation including a criminal records check will be conducted. Conviction of a crime will not automatically preclude appointment. The circumstances involved in the conviction will be considered.

Minimum Qualifications

One year of entry professional level experience mitigating against preparing for responding to or recovering from emergencies disasters or terrorist events. The required experience is met by service as an Emergency Management Specialist 1 with the State of Alaska or the equivalent elsewhere.

OR

Two years of entry professional level experience either creating contingency plans conducting exercises to evaluate plans and training responding to events creating civil disruption or environmental disturbance or coordinating the recovery from such events.

OR

A bachelors degree in any field from an accredited college;
AND
One year of entry professional level experience either creating contingency plans conducting exercises to evaluate plans and training responding to events creating civil disruption or environmental disturbance or coordinating the recovery from such events.

Special Note:
A valid Alaska drivers license is required.

Some positions require the incumbent to obtain a federal security clearance.

Work may require periodic 24-hour on-call duty and travel to remote locations in small aircraft and boats and may involve exposure to inherently hazardous or potentially dangerous environmental conditions.

Specific requirements for the position:
You must be willing and able to travel within the State including very remote areas or out of State as needed. Transportation can be via government vehicle commercial airlines (large and small) very small planes helicopters boats snow machines and ATVs to remote areas of the state to support the Departments mission.

Catastrophic disaster emergency response is likely to impose more stringent physical and mental requirements such as: rapid deployment away from home and family changed work times (day vs. night) and longer shifts (12 hours or more) working in austere facilities and frequently at tasks very different from day-to-day assignments.
