The County Fiscal Officer 3 also referred to as the fiscal systems integration manager operates within the Department of Human Services (DHS) under the Office of Administration and the Bureau of Financial Management Budgets and Reports (BFMBR). Reporting to the BFMBR administrator this role is responsible for managing daily operations and developing strategies for fiscal business processes. The manager works to enhance workflow tools and collaborates closely with both the DHS application development team (ATP) and the BFMBR fiscal team to ensure the effective integration of DHS systems that support program needs.
Key duties encompass overseeing contract personnel working with the ATP and BFMBR fiscal team on DHS fiscal systems and recommending improvements for dashboards and data sets. The manager fosters internal communication develops and monitors budgets and drives enhancements to fiscal systems based on diverse requirements. Additionally responsibilities include preparing internal financial reports managing budgets and projections and serving as a liaison among staff funding sources providers and vendors. The role also involves resolving complex fiscal issues defining fiscal system architecture evaluating and validating business requirements and creating fiscal process workflows and training materials. Supervisory responsibilities include managing subordinate staff approving timesheets and leave requests conducting annual performance evaluations and implementing disciplinary actions when necessary. The manager may also engage in special projects as directed by the BFMBR administrator.
