The Division of Food and Energy Assistance (FEAD) exists to safeguard the health and wellbeing for low income financially eligible households by providing food assistance benefits redeemable for food items at authorized retailers. The program operates on a statewide basis in all counties providing certification (eligibility determination based on State/Federal rules and guidelines) and authorizing issuance of benefits to approximately 250000 households monthly. The unit must provide for the establishment and implementation of Food Assistance laws rules and policies at the state and local levels to ensure applicants receive timely and accurate benefits.
This section is responsible for federal policy interpretation and implementation creation of statewide rules and policies monitoring program performance issuance accountability and establishing fraud controls building systems for continuous program improvement and collection of benefit overpayments. This position exists to direct monitor and evaluate program expenditures and contract requirements necessary to utilize federal funding. Evaluation and monitoring include operations at the State and county levels.
The Fiscal Manager is responsible for the general fiscal oversight and management of the multi-faceted United States Department of Agriculture Food and Nutrition Service (FNS) programs in the Division. The position is charged with providing management timely accurate and relevant physical data required to effectively manage the programs within the Division. Duties include: monitoring revenues grant balances and appropriations; monitoring expenditure data; producing timely financial statements for management; making budgetary adjustments and recommendations; financial support of the legislative process; financial authority for the budgetary process; monitoring personnel cost and utilization; administering contracts and grants monitoring contract spending level approvals including initial setup and ongoing payments; and determining guidance to management on all fiscal and contractual issues and manages the administration of financial activities in the Departments accounting system (CORE) and other information systems.

Experience Only:
Nine (9) years of relevant experience in government or private sector budgeting finance or contract administration culminating in senior-level oversight of finance operations.
Masters degree in Finance Public Administration Business Administration or closely related field
Experience managing multi-discipline human service programs that included successfully managing subordinates a budget that included federal grant monies and managing accountability to an outside auditing organization
Proven experience in public sector contract management budget and governmental financial management
Experience supervising employees working in the budget finance or contract field
Experience in strategic planning
Experience with State of Colorado fiscal and procurement rules
Experience managing and directing administrative processes in a governmental organization which includes the ability to develop proven interagency relationships with local state and federal agencies
Extensive knowledge of the legislative processes government funding and the State accounting and procurement systems
Experience in outcomes-based funding and/or performance management.
Relevant years of State service should be considered as a preferred qualification to be used to determine the top candidates on the referral list. (Partnership agreement 10.1.)
