ABOUT THE POSITION




The County of Riversides Finance and Business Division at Riverside University Health Systems Public Health Department seeks a Fiscal Manager to join our team in Riverside.


This position is responsible for leading the Budgets Grants and Fiscal Operations Teams within the Department of Public Health. Key responsibilities include training staff and assisting with the preparation monitoring and forecasting of an annual budget exceeding $150 million. The role oversees fiscal accounting and auditing functions that support a wide range of public health programs and services. It also includes the development of financial contract specifications the preparation of requests for proposals and the administration of management information systems. This position reports to the Fiscal Program Chief and provides strategic oversight of complex multi-funded public health operations ensuring effective fiscal management through the direction of subordinate supervisory staff.

  • Proven experience developing and monitoring departmental budgets exceeding $150 million
  • Proficiency with PeopleSoft Financials and HRMS
  • Strong understanding of county budget processes
  • Demonstrated experience in fiscal grant management


Schedule:
9/80 - Monday through Friday
7:30 am to 5:00 pm

After applicable training employees may work remotely up to two days per week at manager discretion. On-site attendance is required on all other days and as needed on remote days to meet business needs.

EXAMPLES OF ESSENTIAL DUTIES

Plans organizes directs and coordinates staff engaged in accounting auditing budgetary and statistical work of an assigned department agency or district; may administer departmental management information systems.

Trains staff and evaluates performance; provides consultation advice and guidance on difficult technical accounting problems.

Prepares or assists in preparing the departmental budget by assembling and directing the compilation of financial data; reviews and presents to the department/agency head and other staff periodic financial and statistical analyses indicating the status of funds showing expenditures balances and relationship to allotments.

Studies and evaluates account-keeping procedures of the department/agency and develops and installs new and improved and/or automated systems designed in accordance with modern accounting principles and practices.

Evaluates adequacy of fiscal controls in accurately reflecting actual fiscal condition of operations and modifies controls to meet record-keeping needs; reviews laws legislation and policies to ensure compliance and to determine impact on accounting procedures and recommends changes where appropriate.

Prepares requests for proposals; develops contract specifications in coordination with County Counsel.

Conducts financial audits of contract awardees; performs internal or coordinates external fiscal audits of recordkeeping for State and federal agency programs.

May coordinate departmental personnel transactions and human resource issues.

Coordinates the work of subordinate staff with other sections departments or outside fiscal intermediaries; coordinates accounting practices with the County Auditor-Controller.

Attends and participates in management staff meetings concerning programs related to fiscal accounting and staffing functions; confers with County State and federal officials.

Prepares and reviews correspondence and reports.

MINIMUM QUALIFICATIONS

Experience:
Four years of professional accountant experience which included a minimum of one year of experience in governmental accounting. This experience must have also included one year of supervisory experience over other professional accountants.

Education:
Education: Graduation from an accredited college or university with a bachelors degree in accounting or another field of study that included at least 18 semester or 27 quarter units in accounting finance auditing taxation financial reporting business finance financial statement analysis or external and internal reporting or closely related coursework or possession of a valid certificate as a Certified Public Accountant.

License:
Possession of a valid California Drivers License.
