JOB TITLE: Corporate Planning and Performance Management Consultant
TYPE OF CONTRACT: REG CST III
UNIT/DIVISION: Programme Policy and Guidance Division (PPG) / PPGR Climate and Resilience Service
DUTY STATION (City Country): WFP Headquarters Rome / Italy (home-based)
DURATION: 6 months until 31 December 2025 (extendable)
BACKGROUND AND PURPOSE OF THE ASSIGNMENT: The World Food Programme (WFP) is the worlds largest humanitarian agency fighting hunger worldwide. We are currently seeking an international consultant to fill the position of a Croporate Planning and Performance Management consultant with the Learning and Innovation Unit in the Climate and Resilience Service at WFP headquarters in Rome Italy. The goal of WFP supported climate change adaptation disaster risk reduction and resilience activities is to enable vulnerable people and communities as well as the governments that serve them to address the impacts of climate change climate variability and other shocks on food security and nutrition and increase resilience to shocks and stresses. To achieve this WFP has developed a number of programming approaches resources and partnerships including: i) policy support; ii) climate resilience and food security analyses; iii) climate services early warning and anticipatory action; iv) risk financing social protection and shock-responsive safety nets; v) community and household asset creation smallholder agricultural market support and disaster risk reduction; vi) access to energy assets and services; and vii) access to climate finance. The learning and performance management team in WFPs Climate and Resilience Service (PPG-C&R) develop guidance and provides expert advice to: strengthen corporate learning and capacities on climate and resilience programming based on evidence; enhance the quality visibility and use of climate and resilience programme impacts/results and; assesses the scalability potential of innovative pilots and programming approaches through evidence. This team oversees the generation and use of evidence in corporate systems to show progress towards expected results but also to inform programme decision making throughout the project cycle and achieve better and more sustainable results.
ACCOUNTABILITIES/RESPONSIBILITIES:
1. Review and develop guidance and provide advice to the integration of Climante and Resilience programme areas into country strategic plans and executive board approved planning documents;
2. Review and develop guidance to strengthen capacity at CO/RB/HQ level to improve the use of corporate planning tools by climate and resilience programme areas;
3. Review and develop guidance and provide specialized advice to improve corporate measurement and reporting on climate and resilience results including climate adaptation and resiliencerelated capacity strengthening of governments and food systems;
4. Represent the climate and resilience service in strategic meetings and working groups to roll-out the Corporate Strategic Plan and climate and resilience indicators included in the Corporate Results Framework;
5. Build evidence on climate and resilience activities in WFP and facilitate access to it through corporate systems and dashboards;and
6. Provide expert M&E guidance to climate and resilience programme teams RBx and country offices with a specific focus on corporate learning and performance management.
DELIVERABLES AT THE END OF THE CONTRACT: Updated roadmap on how to integrate Climate and Resilience programme areas into the design and implementation of Country Stratec Plans (CSP)s; Reviewed and updated corporate guidance methodology and indicators to plan measure report and evaluate climate and resilience results; Expert advice on climate and resilience planning monitoring and analysis of results to embed the corresponding capacities in programme teams RBx and COs managing or implementing climate and resilience programme areas; Strengthened corporate capacity to plan measure and report on climate and resilience results informing programme decision making on the combination of climate adaptation programming approaches and transfer modalities in CSPs; and Increased visibility of climate and resilience results in corporate systems dashboards and corporate programme performance analysis to informe programme management support advocacy efforts and facilitate thematic climate fund mobilization.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Advanced university degree or university degree in one or more of the following disciplines: Social Science Sociology Economics or Development Studies or another related subject
Experience: At least 15 years of post-graduate progressively responsible experience in monitoring and evaluation and strategic planning
Knowledge & Skills: Good knowledge of WFPs normative framework for monitoring corporate results framework (CRF) corporate monitoring strategy corporate monitoring guidance and systems (COMET). In-depth understanding of WFPs performance management and accountability processes including the Annual Performance Report (APR) the Annual Country Report (ACR) resources to results and value for money approaches. Proven experience with WFPs accountability and learning strategies including the Evaluation Policy Evaluation Charter and corporate Evaluation Strategy as well as support to centralized and decentralized evaluations. Familiarity with CSP mid-term review processes. Experience in field staff and government capacity strengthening. Good skills in data analysis and visualization (e.g. Tableau).To perform the wide range of tasks and excel in this position the ideal candidate would also possess: experience in project management including the definition and implementation of monitoring and evaluation frameworks; experience in managing research food security or needs assessments; and experience working in a WFP regional bureau or country office.
Languages: Proficiency in both oral and written English is a must French or Spanish are additional assets
