Job Description

Primary Purpose:

Directs the district program services for Emergent Bilingual (EB) students Dual Language students Languages Other Than English (LOTE/ Foreign language) students and Migrant students. Collaborate with district staff and outside personnel to provide highly effective educational opportunities for students.

Qualifications:

Education/Certification:

Masters degree

Valid Texas teaching certificate with endorsement in ESL/ Bilingual education

Special Knowledge/Skills:

Ability to organize and coordinate district wide program

Ability to interpret data

Knowledge of curriculum and instruction

Knowledge of strategies and materials for the education of EB students

Strong organizational communication and interpersonal skills

Ability to communicate effectively with all district stakeholders.

Experience:

Five years successful teaching Bilingual and/or ESL teaching experience

Campus or district administrative experience preferred

Major Responsibilities and Duties:

Program Management


  1. Implement procedures train staff and coordinate the process to identify EB students at all grade levels district wide including LPAC review of student data and testing of students.
  2. Develop and revise EB/ESL/Dual curriculum as needed in conjunction with content area Instructional Specialists.
  3. Coach and support teachers of EB students to provide increasingly effective language acquisition instruction and opportunities for flexible learning.
  4. Develop and conduct or arrange for staff development sessions including sessions on various instruction methods enriched learning in classroom settings and methods for identifying EB students.
  5. Develop and coordinate a continuing evaluation of the elementary Dual Language program and secondary ESL services. Develop and implement improvement strategies based on the findings.
  6. Responsible for implementation of state required EB summer school.
  7. Supervise Migrant program within NBISD-ESC 20 services agreement.
  8. Implement procedures and supports for newcomers in collaboration with other district departments and campuses.

Consultation

  1. Provide resources and materials to support staff in accomplishing program goals.
  2. Consult with parents administrators counselors teachers community agencies and other relevant individuals regarding EB students.
  3. 11. Plan and conduct parent meetings including parent advisory committee meetings and dual language parent interest meetings.
  4. 12. Support district administration of state and district EB mandated testing.
  5. Support campus testing coordinators/principals in order to ensure that test security measures are followed during all testing.
  6. Assists EB/Dual educators in the interpretation of assessment reports.
  7. Ensure EB/Dual student progress is evaluated on a systemic basis.
  8. Attend district-level Foreign Language instructional staff meetings to address curriculum and instructional issues professional development and data analysis.
  9. Meet with EB/Dual/Foreign Language teams/intervention specialists in the specified content areas to identify strengths and needs.
  10. Advocate for EB/Dual/Foreign Language teachers regarding curriculum concern areas. Work with district level and campus level administrators to resolve curricular and instructional issues.

  12. Participate in EB Director meetings at Region Service Center and other professional development to improve job-related skills such as technology communications etc.
  13. 21. Create Spanish benchmark assessments and analysis for EB/Dual language staff and LOTE
  14. 22. Identify Migrant Students and families for the provision of migrant services.
  15. 23. Oversee the one-to-one relationship between Migrant staff families and students.

Budget and Inventory

  1. Administer the Title III and state bilingual budgets and ensure that programs are cost effective and that EB services funds are managed effectively.
  2. Compile budget and cost estimates based on documented program needs.
  3. Participate in grant-writing activities to obtain program funding.
  4. Assist with the selection and purchase of supplemental equipment and supplies for the

Policy Reports and Law


  1. Compile maintain and file all physical and computerized reports records and other documents required.
  2. Comply with policies established by federal and state law State Board of Education rule and the local board policy.

Supervise and evaluate the performance of support staff.
