GENERAL PURPOSE
Under the supervision of the Assistant Director of Student Access and Opportunity the ESOL Coordinator provides leadership alignment and coordination of the ESOL program for Stafford County Public Schools. As a member of a multidisciplinary team of instructional leaders the Coordinator will identify and develop evidence-based instructional resources to support in the development implementation and coordination of the school divisions ESOL curricula and professional growth opportunities. The Coordinator serves as a content specialist and a resource for school administrators. In that role the Coordinator will use their role as a bridge between the Department of Academic Programs and schools to help Stafford Schools achieve the student learning goals identified in the division strategic plan.
MAIN JOB TASKS AND RESPONSIBILITIES
Compliance
- Collaborate with the EL Team in writing the Title III Part A Grant.
- Develop methods and procedures for compliance with district state and federal laws and regulations including all pertinent information for Title III Part A Dear Colleague Letter and all other relevant EL regulations.
- Collaborate and work cooperatively with internal and external personnel for the purpose of developing and maintaining Title III/ESOL services and programs
- Conduct and assist in the evaluation of the EL program and needs assessment
- Comply with legal administrative and/or financial requirements for local state and federal mandates.
- Develop review requests and administer the internal ESOL budget.
- Provides direction to EL teachers in the development of teacher schedules and implementation of programs
- Develop and provide professional learning opportunities in the area of ESOL and compliance.
School-Level Supports
- Provide pedagogical expertise and targeted technical support in the area of EL services and Tier 1 Instruction
- Collaborate with principals to improve the quality of EL instruction at their schools and provide targeted support to meet building needs and build local capacity based on data analysis
- Support building leadership teams to develop implement and evaluate progress towards school improvement plans
- Support and coach school-based EL teachers and other school-based staff to address challenges with curriculum implementation
- Participate in professional learning communities develop additional communities of practice and perform classroom visitations and consultations
Division-Level Supports:
- Contribute to the development of course templates within the divisions learning management system that provide model unit plans and student learning modules aligned to adopted sequencing pacing and instructional resources.
- Organize and lead EL educators in the development regular review and revision of EL curriculum and pacing guides
- Analyze EL data to inform division decision making
- Contribute to division-wide orientation for new teachers and administrators
- Improve and expand student academic program opportunities and access for ELs
- Provide input regarding the provision of EL courses in the Division Program of Studies ensuring vertical alignment between elementary middle and high school.
- Work in collaboration with other departments to meet the needs of all EL students.
- Represent where appropriate the school division in the work of regional state and/or national curriculum associations and study groups

EDUCATION AND EXPERIENCE
- Masters degree in Education - ESOL required. Candidates with a bachelors degree in a related field and exemplary relevant experience will be considered
- Hold a Virginia Postgraduate Professional License with an endorsement in ESOL
- Five (5) or more years experience as an EL classroom teacher with demonstrated success supporting student academic growth
- Demonstrated knowledge and experience in Title III Compliance as it relates to serving ELs and their families.
- Experience at the building or division level as an instructional leader such as service as a department chair leader of a professional learning community.

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS
- Work environment is primarily inside with moderate noise temperatures that are controlled but also require outdoor responsibilities and no exposure to chemicals or other negative air quality elements.
- The work is light work requiring exertion of up to 20 pounds of force to move or lift objects.
