The Public Health Disease Intervention Specialist II (DIS II) position is critical to controlling the spread of infectious disease like COVID-19 STIs HIV and viral hepatitis in North Carolina. The primary responsibilities of the DIS II are to demonstrate model and provide daily training for DIS Is in the skills required to successfully intervene in disease spread including interviewing field work case analysis and management and phlebotomy (drawing blood). DIS II direct and monitor the day-to-day activities of multiple DIS. The position requires DIS II to analyze highly confidential and technical medical records and reports. Employee must establish and maintain effective working relationships with patients contacts the medical community the public and community-based organizations. Using Centers for Disease Control and Prevention (CDC) guidelines DIS II must routinely advise private physicians local health departments and other providers of appropriate treatment and clinical follow-up for persons with communicable disease. In addition using established CDC Standards and Guidelines DIS II advise these same providers on the delivery of appropriate counseling and testing services (CTS) and partner counseling and referral services (PCRS) for persons infected with or at risk for HIV infection.
The employee must be able to communicate in a culturally competent manner with both professionals and clients of all ages races ethnic origins and from varied socio-economic backgrounds. DIS II must actively listen empathize and remain non-judgmental while discussing personally and socially sensitive and sometimes illegal issues with clients. DIS II must be willing an able to work independently in potentially dangerous locations and situations that frequently are not handicapped accessible. The work has a direct personal and social impact on the health of North Carolina citizens and bearing on the economy of North Carolina. The prevention and intervention activities of the DIS II greatly reduce the cost of clinical care and psychosocial support for patients with infectious disease by reducing the number of persons who become infected and ensuring infected and exposed clients are referred to the appropriate medical evaluation and treatment. This position requires use of person vehicle and travel.

Bachelors degree from an appropriately accredited institution and two years of experience as a Public Health Disease Intervention Specialist including one year in the same program area;
OR
An equivalent combination of education and experience.
