The NCDAC / Support Services / Division of Engineering Construction and Maintenance (DECM) is recruiting for an energized and collaborative SE&R Program Analyst (Program Analyst I) to be a part of the Sustainability Efficiency & Resilience (SE&R) Team. This position has a duty station at 2020 Yonkers Road Raleigh NC and will be tasked with monitoring maintaining and providing data analytics budgetary and financial accountability of the SE&R programs (building automation water management sustainable land management and recycling & sustainability).
This position will be tasked with performing data analysis tracking and reporting of all SE&R program capital R&R SB492 opt-out and lapse salary funding received throughout the year. This position will also manage and maintain the Capturis utility billing software platform the Power BI Utility Dashboard and SE&R SharePoint site. Additional duties include creating and maintaining a DECM Institution asset database; using the current Facility Condition Assessment spreadsheet to develop future capital and R&R funding requests; working with the Computer Maintenance Management System (CMMS) Coordinator to upload the data into the new Computerized Maintenance Management System being rolled out in 2025 / 2026; and assisting the Support Services Business Operations group with fiscal and budget management of all Support Services sections for the purposes of tracking operating and other budget funds.

As of January 1 2025 there are new Salary increase adjustments to the States pay plan which were approved by the State Human Resources Commission. Effective January 1 2025. The new salary range (s) will be $58613.00 - $102574.00.

The salary grade for this position is NC17. State employees are encouraged to apply for positions of interest even if the salary grade is the same as or lower than their current position. If selected for this position a new salary will be recalculated taking into consideration the quantity of relevant education and experience funding availability and internal equity. Based upon these factors a pay increase MAY result.

Bachelor s degree from an appropriately accredited institution and three (3) years progressively responsible experience related to the area of assignment; or an equivalent combination of training and experience.
We support the Institutions and Facilities directly and indirectly by installing and maintaining kitchen plumbing mechanical electrical and electronics equipment. The DECM-Engineering team consists of experts in architectural and engineering design property services project management and sustainability efficiency and resiliency (SE&R). These services support new construction renovation and like-in-kind and upgrade maintenance repairs to the agencys physical plant while ensuring compliance with the NCDOA State Construction Office.
Through valuable rehabilitation and training for offenders we aim to improve recidivism rates. DECM-Construction undertakes construction renovation and major maintenance projects that involve longer periods of resource allocation with a focus on enhancing the departments infrastructure assets. DECM-Maintenance which encompasses the Mountain Regional Yard Piedmont Regional Yard Coastal Regional Yard and three Satellite Yards provides essential plumbing HVAC/R and electrical preventative prescriptive and routine maintenance services to all Institutions and Facilities. Additionally our maintenance efforts include specific areas such as telecommunications electronic intrusion systems (EIS) fencing cameras fire alarms and energy management systems all focused on maintaining the Departments infrastructure assets.
DAC uses the Merit-Based Recruitment and Selection Plan to fill positions subject to the State Human Resources Act with the most qualified individuals.
