The Financial Analyst III Elected Official leads complex financial analyses preparing comprehensive budget reports and providing strategic recommendations to enhance financial performance for an Elected Officials office. This position requires a high level of analytical expertise and collaboration with departmental staff to ensure effective budget preparation monitoring and reporting.
Essential Functions:

Prepares analyzes and monitors the departments operating and capital improvement budget requests ensuring alignment with departmental goals and compliance with financial policies;
Conducts advanced budgetary and financial studies addressing current and projected fiscal and operational matters and develops strategic recommendations for new programs and service expansions;
Provides expert technical assistance to department staff in budget preparation clarifying complex financial policies and procedures to promote accurate and efficient use of the budget system;
Develops detailed recommendations for core funding levels for the department utilizing in-depth revenue and expenditure projections overall program budgets and performance metrics;
Compiles analyzes and prepares budget data for inclusion in the departments annual budget documents ensuring accuracy and completeness;
Manages user access and approval workflows for business and financial systems ensuring security and compliance with departmental standards;
Utilizes internal tools and procedures to reconcile and balance financial data across various systems enhancing the integrity of financial reporting;
Provides advanced user support and troubleshooting for the departments business and financial systems facilitating efficient operations and timely issue resolution;
Tests enhancements and configurations of financial systems ensuring they meet departmental needs and improve operational efficiency;
Creates and maintains the chart of account elements in the departments financial system ensuring accurate financial tracking and reporting;
Performs detailed cost-benefit analyses and financial studies researching alternatives and critically assessing justifications for expenditures;
Prepares internal financial and budget reports by gathering analyzing tabulating and interpreting departmental data for management review;
Monitors departmental spending throughout the year providing recommended forecasts to support strategic decision-making.
Minimum Qualifications:
Bachelors degree from an accredited college or university with a major in public or business administration finance accounting economics or a closely-related field as defined by the department head at the time of recruitment AND two years of professional level budget auditing or accounting analysis financial management research.
OR:
Two years with Pima County as an Accountant II Financial Analyst II or closely-related position as determined by the department head at the time of recruitment.

Minimum one (1) year financial experience with the Sheriffs Department.
Selection Procedure:
Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum qualifications. All applications will be assessed based on an evaluation of the listed education and experience. Candidates meeting the minimum qualifications may be further evaluated/scored against any advertised Preferred Qualifications. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process.
Supplemental Information:
Licenses and Certifications: Some positions require a valid Arizona Class D driver license at the time of application or appointment. Failure to obtain / maintain the required licensure shall be grounds for termination.
Special Notice Items: Some positions may require satisfactory completion of a personal background investigation by the court or law enforcement agencies due to the need for access to County Attorney and Court facilities records and communication systems. The County requires pre-employment background checks. Successful candidates will receive a post-offer pre-employment background screening to include verification of work history education and criminal conviction history. A prior criminal conviction will not automatically disqualify a candidate from employment with the County.
