SUMMARY OF ASSIGNMENT

Under the general direction of the Director of Financial Services this position is responsible for providing complex technical in-depth financial and budget analysis for use in the development and monitoring of the processes and procedures of the District. This position is characterized by the independent nature of the work and the depth in analyzing recommending and coordinating financial projects and processes which includes activities related to the negotiation process.

ESSENTIAL FUNCTIONS

  • Strategizes with leadership from Financial Services HR and Technology on improvement to processes and procedures. Serves as a point of contact for strategic collaboration and functionality debriefings with various departments.
  • Performs cost analysis on district parameters and assumptions associated with employee negotiations and legislative issues; develops reports related to the analysis.
  • Monitor position control reports to ensure all positions within the district are accurately budgeted. Correct errors and coordinate efforts between district offices to review and improve systems district wide.
  • Collaborates with stakeholders to close gaps between system departments and technology. Works collaboratively with stakeholders in team and individual settings to gather requirements. Communicates and develops efficient system processes and reports.
  • Attends meetings and professional developments events as required to maintain knowledge of trends and developments.
  • Provides technical assistance and trains other staff on new and/or revised budget development techniques.
  • Prepares reviews enters and posts adjusting journal entries and reclassification entries prepared by department staff and other district staff prior to entry into the general ledger system.
  • Maintains knowledge of financial aspects related to bargaining agreements RCWs and WACs.
  • Manage special projects and performs related duties as assigned.

MINIMUM QUALIFICATIONS

Education and Experience

  • Bachelors degree in accounting finance business or closely related field AND three (3) years of progressively responsible experience requiring financial statistical personnel and analytical skills.

OR

  • Associates degree in accounting finance business or closely related field AND five (5) years of progressively responsible experience requiring financial statistical personnel and analytical skills.

Required Knowledge Skills and Abilities

  • Knowledge of principles and practices of accounting program budgeting and financial analysis.
  • Knowledge of and ability to operate personal computer and automated financial systems and related software applications associated with budget preparation monitoring and execution (i.e. spreadsheets database).
  • Demonstrated proficiency in performing statistical and quantitative analysis of data using Microsoft Office Excel Word Outlook and Access.
  • Demonstrated ability to maintain strict confidentiality.
  • Ability to obtain clarify and exchange information.
  • Ability to plan organize set priorities and meet deadlines.
  • Ability to exercise independent judgment.
  • Ability and skill in speaking confidently articulately and authoritatively in front
  • of groups.
  • Ability to lead cross-functional teams. Ability to motivate coach train and lead
  • Good leadership capabilities to lead projects to successful
  • Ability to prepare reports and documents for publication and/or distribution.
  • Ability to analyze evaluate and develop administrative procedures.

Desirable Qualifications

  • Knowledge of Washington state school district accounting payroll and technology.
  • Previous experience in school district accounting payroll and technology.

WORKING CONDITIONS

Work is typically accomplished in a normal office environment but does require site visits to various locations. Must be able to talk; use fingers hands and arms; and listen carefully and focus while filtering out normal office noise. Dexterity of fingers and hands to operate computer keyboard. Exposure to frequent interruptions. Requires substantial continuous visual concentration and exposure to visual display terminal. Ability to work occasional evenings and weekends and travel to and from District sites required.

CONDITIONS OF EMPLOYMENT

Employment with Clover Park School District is conditional pending completion of a Washington State Patrol and Federal Bureau of Investigation fingerprint background check as required by RCW28A.400.303.
