Main Purpose of Job

This full-time contractual Program Administrator Mental Health position will function as a Regional Clinical Services Manager (RCSM) and will use expertise and knowledge in behavioral health services to provide programmatic oversight for statewide behavioral health services. The position will work within the Treatment and Recovery Services Division Office of Treatment Services at the Maryland Department of Health (MDH) Behavioral Health Administration (BHA). This position is involved in the planning design development and implementation of behavioral health clinical services grants to Marylands 23 local jurisdictions and Baltimore City by providing direct oversight and monitoring of behavioral health clinical services statewide. This includes oversight of services through contracts Conditions of Award (COA) and Interagency Agreements (IAs) with the Local Behavioral Health Authorities (LBHAs) Core Service Agencies (CSAs) Local Addiction Authorities (LAAs) Local Health Departments (LHDs) Community Behavioral Health Providers Faith-based organizations and Maryland Universities. The Regional Clinical Services Manager will conduct site visits to monitor the LBHAs LAAs and CSAs for compliance with BHAs COAs and Statement of Work (SOW) to ensure that services have been effectively rendered.

This position reviews and assists in the development of the Administrations policies regarding effective programmatic and fiscal practices and provides recommendations to BHA program staff regarding contract deliverables corrective action plans (CAPs) retraction of funding fiscal year carry-over roll-over and over-the-base (OTB) requests. This position is also responsible for analyzing data and critiquing statewide clinical services initiatives to ensure they are in compliance with the BHAs policies and practices. The position will participate in the review of the jurisdictions annual local behavioral health plans and make recommendations and policy changes as senior level position will also provide technical assistance (TA) and facilitate training of state county and program level staff in best practices for monitoring substance use disorder (SUD) mental health disorder (MH) and co-occurring SUD and MH disorder intervention treatment and recovery support services. This position will be responsible for working collaboratively with BHAs various divisions such as Systems Management Finance and Fiscal Management Compliance and Quality Improvement Local Planning and Management the Administrative Service Organization (ASO) and units within the Treatment and Recovery Services Division.

This position is eligible for hybrid telework. This is subject to change as necessitated by operations and customer focused demands.

MINIMUM QUALIFICATIONS

Education:A Bachelors degree from an accredited college or university in nursing social work psychology education counseling or a related field.

Experience:Six years professional experience in health services three years must have been in Mental Health professional work related to treatment and development of mentally ill patients and three years must have been at the managerial or supervisory level.

Notes:

1. Candidates may substitute the possession of a Masters degree or a Doctorate degree in a health or human services field from an accredited college or university for up to two years of the required general experience.

2. Candidates may substitute the possession of a Bachelors degree from an accredited college or university in another field plus an additional year of professional experience in health services for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Health Services Administration specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following experience:
  • with Behavioral Health Treatment and Recovery Support Services (Substance Use Disorder (SUD) and Mental Health (MH) Disorder) and the different modalities of treatment
  • with principles practices and procedures ofprogramcompliancemonitoring andplanning
  • with principles practices and procedures in public administration to include governmental accounting budgeting and public personnel administration
  • withwritten and verbalcommunicationwith constituents and local state and federal stakeholders
  • applying and interpreting departmental policies and procedures
  • writing and/or monitoring federal grants

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee you will be responsible for paying 25% of the premiums for your medical and prescription coverage including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage accidental death and dismemberment insurance and life insurance but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee at a rate of one hour for every 30 hours worked not to exceed 40 hours per calendar year.
