Job Description:

The Oregon State Board of Nursing (OSBN) with the help of its staff interprets the Oregon Nurse Practice Act evaluates and approves nursing education and nursing assistant training programs issues licenses and renewals investigates complaints and takes disciplinary action against licensees who violate the Oregon Nurse Practice Act. OSBN also maintains the nursing assistant registry and administers competency evaluations for nursing assistants and provides testimony to the legislature and other organizations as needed.

As OSBNs next Operations and Policy Analyst youll have the opportunity to:

Assess and Evaluate Existing and Proposed Nursing Assistant and Medication Aide Programs

  • Consult with program administrators and faculty to make recommendations and assist in developing action plans to bring programs into compliance with rules and regulations.

  • Conduct survey visits of existing and proposed nursing assistant and medication aide training programs for initial and ongoing approval requirements and conducts for cause surveys based on concerns or Board direction.

  • Review proposals for major curriculum changes and new program development.

  • Lead plan and coordinate research projects related to nursing assistant and medication aide training programs.

  • Serve as the agencys liaison between the contracted national testing service Licensing Department staff and nursing assistant and medication aide training programs

Serve as a Subject Matter Expert on Nursing Assistant and Medication Aide Training Programs for Internal and External Partners

  • Consult with investigations staff regarding complaints or investigations associated with nursing assistant or medication aide training program students and/or faculty members.

  • Consult with licensing staff on education credentials and training requirements for complex non-routine applications for licensure and certification including those educated outside the United States and those requiring accommodation.

  • Provide consultative expertise regarding nursing assistant and medication aide issues standards and trends on the state and national level.

  • Develop materials and conduct presentations for various size groups regarding the Nurse Practice Act and Board policies as they apply to certification licensure practice education training and trends in nursing.

Participate in Rulemaking and Policy Development

  • Research analyze and develop reports pertinent to rule and policy development related to nursing assistants and medication aides.

  • Evaluate administrative rules and draft revisions or new rules based on statute or changes in legislation.

  • Compile background materials and write summaries to support testimony or to provide testimony before state legislature and judicial bodies as an expert on nursing assistant and medication aide issues.

What Were Looking For (Minimum Qualifications)

A Bachelors Degree in Business or Public Administration Behavioral or Social Sciences Finance Political Science or any degree demonstrating the capacity for obtaining the knowledge and/or skills in one or more of the key functions identified in the job posting AND

Five years professional-level evaluative analytical and planning work related to one or more of the key functions identified in the job posting.

OR

Any combination of experience and education equivalent to eight years of experience in one or more of the key functions identified in the job posting.

What Makes You Stand Out (Preferred Qualifications)

  • A Masters Degree in Nursing OR a Doctorate Degree in either Nursing (DNP) or Education (EdD or PhD)

  • Possess an unencumbered Oregon Registered Nurse (RN) License

  • Three years experience as a Registered Nurse (RN)

  • One year serving as faculty in an undergraduate nursing program with both didactic and clinical courses.

  • Experience working with Certified Nursing Assistants (CNA) and Certified Medication Aides (CMA) curriculum evaluation.

  • Experience with or knowledge of processes pertaining to: public policy rule making or state and federal legislative processes and procedures.

  • Experience working with or have the ability to establish a professional working relationship with a variety of internal and external stakeholders including legal professionals government officials appointed or elected board members and/or outside contractors.
