This is a non-union positionThis position is a developmental role and is responsible for the direct development of GIS-related software applications and for providing complex analytics on modeled GIS data. This position is the entry level within the GIS Development & Data Analyst job family. The incumbent will assist in making recommendations and advising clients on the use of GIS and other geospatial technologies. Works toward achieving programming-level proficiency with related software to develop collect store and analyze the GIS data.
The incumbent will assist in fulfilling the needs of clients who want to upgrade or create new GIS-related applications or present geospatial data in a way that is easier to understand. Also responsible for using data to create maps and graphs conducting research into specific fields and sourcing and compiling data from a wide range of sources such as satellite images existing maps and field observation.
The incumbents developing expertise may be called upon for a wide variety of projects and can be engaged by a range of clients including information technology (IT) management architects and analysts and third-party GIS consultants. May also be engaged by a business unit group to support GIS concerns relating to a specific project.
Additional responsibilities may include:
Front level response for emergency or high priority programming or data forensic analysis.
Provides assistant-level support in developing and maintaining the GIS computing infrastructure.
Supports business representative role in the development and maintenance of GIS-related projects to Information Technology (IT) groups.
Learns to recommend and establish standards and procedures to deal with production of high-priority GIS data maps and associated services.
Actively participates in the design and development of enterprise geographic information systems which may link facility maps with data to produce maps web apps and data analytics.
Learns to write programs and develop user interfaces menus and macro-level commands to meet high priority GIS staff needs.
Learns how to research develop and recommend technology price schedule and other elements to meet a specific customer need relating to geospatial and attribution data.
Helps create GIS tools products and software integration to meet a variety of business client needs.
Develops proficiency in training users and programmers to ensure maintenance usage and application are appropriate.
Assists in working with clients to determine GIS needs and architectural considerations and afterwards agreeing upon scope of work.
Documents research and development work while providing timely reporting of project status.

Minimum Qualifications
Bachelor degree and 0-2 years directly related experience; or
Associate degree and 2-4 years directly related experience or
High school diploma and 4 years directly related experience.
Directly Related Experience includes: Experience with Esri software GIS systems multi-environment GIS Solutions software integration web services design and development data base design gas or electric design experience.
Skills: Good verbal written communication and interpersonal skills problem solving time management and strong computer skills.
Abilities: Developing ability in the following: ArcGIS/ArcFM Desktop ArcGIS Server Programming languages (including VB C# Python JavaScript) APIs/SDKs for those languages (including ArcObjects for .Net ArcPy ArcGIS API for JavaScript jQuery Dojo Toolkit) SQL Basic RDBMS Concepts (tables views indexes transactions queries procedures functions etc.) ArcSDE ArcSDE Versioned Database Environment Geospatial Analysis ESRI Model Builder Microsoft Suite (Access Word Excel PowerPoint Visio) general Information Systems concepts basic AutoCAD Geographical Positioning Systems. Quickly learn other business units processes and new technologies address multiple tasks simultaneously and work well with other business units.
Preferred Qualifications
Bachelor Degree (Geography Geographical Technology GIS or closely related field) and 3 years directly related experience and
1 years experience with ArcGIS; or
Experience with Esri Utility Network; or.
Experience with Esri Portal applications (e.g. Survey 123 Field Maps Quick Capture Workforce).
