SUMMARY: Describes the jobs primary purpose or contribution to the department/organization.

Responsible for leading the overall direction completion and outcome of all assigned projects. This will require using knowledge of buildings construction and technical standards. This role will discuss the project site with site contact and municipal facilities. May need to travel to client project sites. The Project Assessor will be required to travel to client project sites.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other job-related duties may be assigned in conformance with state and federal regulations.

  1. The ability to leverage professional/technical expertise and judgment in developing the project plan and assessment.
  2. Complete facility condition assessment (FCA) reports utilizing asset assessment management software with the ability to accurately describe the complex findings based on data gathered during field and technical review.
  3. Conduct client facing on-site inspections and building condition assessments using mobile inspection and capital planning software on an electronic tablet inclusive of but not limited to Facility Condition Assessments (FCA) energy audits accessibility assessments mechanical equipment evaluations space utilization planning and analysis and other technical services associated with capital planning of commercial institutional and/or municipal facilities.
  4. Conduct a Physical survey of the accessible and visible major building systems (mechanical electrical and plumbing) structure and foundations representative interiors common areas exterior walls windows flat roofs low-sloped roofs and pavement with the ability to accurately identify client/project specific needs.
  5. Obtains areas/measurements and quantities to adequately justify estimated costs to replace or remedy physical deficiencies and to estimate replacement reserve expenditures.
  6. Complete equipment and building component inventory surveys capturing requirements.
  7. Determine and identify system type condition remaining useful life and significant physical deficiencies of building components and systems based on visual inspection.
  8. Conduct interviews with the owner (or their on-site representative) tenants service providers local government agencies and other individuals knowledgeable about the subject property and its systems.
  9. Review repair/improvement costs incurred by tenants/ownership along with the following documents (if available): certificate(s) of occupancy maintenance reports and logs elevator safety inspection reports Building and Fire Department inspection reports and warranty information.
  10. Review pertinent property records as furnished by Client and/or property contact. In general documented information will consist primarily of project contact supplied receipts from repairs and/or improvements pending proposals current improvement projects available relevant Construction drawings etc. There may also be previously prepared building facility condition reports ADA surveys capital plans etc. that must be reviewed and analyzed with professional discretion.
  11. Authors reports taking into consideration any specialized client scope requirements which convey the building condition assessment and provide exhibits which illustrate or clarify information presented in the body of the report will vary widely from project to project based on the property being assessed the geographic location and site conditions. Provides photographic documentation of the site.
  12. Provide recommendations and planning level cost estimates for building envelopes components and systems repair or replacement for inclusion in the capital budget plan.
  13. Travel by Plane Motor Vehicle Train (50% of workweek) to client sites across the U.S.
  14. Owns the project-by-project communication across the leadership team and keeps them informed of any actual or potential issues including continuing updates of when reports will be e-mailed/shipped to production. Conduct various types of building assessments and walk-through surveys of major building equipment and systems structures and foundations including but not limited to: Property Condition Assessments Phase I Environmental Site Assessments asbestos/lead/radon sampling Seismic Reports structural surveys roofing surveys Facility Condition Assessments energy audits accessibility assessments mechanical equipment evaluations ADA checklists pre-construction document reviews construction monitoring desk reviews report reviews and/or document review with the ability to accurately identify client/project specific needs.
  15. Conducts interviews with the owner (or their on-site representative) tenants service providers local government agencies and other individuals knowledgeable about the subject property.
  16. Complies with federal state and local legal requirements by studying new and existing legislation anticipating future legislation enforcing adherence to requirements and advising management on necessary action.
  17. Acts as technical lead providing guidance and technical direction for specialized projects and protocols.
  18. Protects operations by keeping company information confidential.
  19. Delivers outstanding customer service through timely response and proactive solutions to clients needs.
  20. Demonstrates BVs guiding principles in support of the companys strategic goals.
  21. Follows all documented policies Standard Operating Procedures and Work Instructions applicable to the position and support of BVs quality standards and strategic initiatives.
  22. Maintains safe and clean work area by complying with all procedures rules and regulations.
  23. Must be able to meet the physical demands of the job.

SUPERVISORY RESPONSIBILITIES:

This job does not have specific supervisory responsibilities.

QUALIFICATIONS: To perform this job successfully an individual must be able to perform each essential duty satisfactorily. Education and/or Experience: Bachelors degree (B.A. or B.S.) from four-year college or university in related field; minimum of five years of related experience. In lieu of degree ten years of related experience and/or training or equivalent combination of education and experience.

Certificates Licenses Registrations:

  • Field roles:
    • Valid drivers license required with no significant MVA points/violations (clean driving record).
    • Current Registered Architect or Professional Engineer preferred.

Language Ability: Ability to write reports business correspondence and standard operating procedures. Ability to effectively present information and respond to questions from clients peers and technical field staff.

Reasoning Ability: Ability to define problems collect data establish facts and draw valid conclusions. Ability to interpret an extensive variety of instructions and deal with several abstract and concrete variables.

Technology Skills: To perform this job successfully an individual must be proficient in operating a computer having knowledge of word processing software spreadsheet software and project management software to include Quire and AssetCalc. To perform this job successfully an individual must be able to operate an electronic tablet in the field for live data collection.

  • Onsite visits can occur up to one continuous week at a time. As a general expectation for approximately 2 to 3 days of the workweek travel and onsite work is anticipated and expected. Overnight stays away from home may be required.
  • Work Environment: The employee is regularly exposed to outdoor weather conditions moving mechanical components and assemblies frequently exposed to work near energized electrical components and assemblies. The employee is occasionally exposed to work in high precarious places fumes or airborne particles extreme cold (non-weather) extreme heat (non-weather) and risk of electrical shock. The noise level at the project site is usually moderate.

While performing the office/offsite duties of this job:

The employee is regularly required to use hands. The employee is frequently required to stand walk sit talk and hear. The employee is occasionally required to reach with hands and arms climb or balance and stoop kneel crouch or crawl. The employee must occasionally lift and/or move up to 10 pounds. Specific vision abilities required by this job include close vision distance vision peripheral vision depth perception and ability to adjust focus. The noise level in the home or company office environment is usually quiet.
