Position Specific Description

Recruitment Number 25-118TY Court Operations Specialist II (HR - Employee Development) SR-18 Honolulu Oahu.

Note: This position requires a current and valid drivers license to operate a motor vehicle.

Summary of Duties

The position is assigned to the Human Resources Unit #3 which is located in the First Circuit Administrative Services Division and Human Resource Branch. The Human Resources Unit #3 is responsible for providing employee development for First Circuit employees.

The position assists the Court Services Manager in providing technical assistance in the developing coordinating and implementing of projects and activities focusing on employee development engagement and retention. In addition this position assists in evaluating current operations to develop implement and recommend modifications to guidelines policies policies standards and work methods necessary for effective and efficient operations with new human resources programs and procedures.

Minimum Qualification Requirements

Education: Graduation from an accredited college or university with a Bachelors degree. Progressively responsible experience in administrative professional investigative technical or other responsible work which has provided a general background of the type and quality described below may be substituted for the Bachelors degree on a year-for-year basis.

General Experience: One-half (1/2) year of progressively responsible technical work experience which involved analyzing interpreting or evaluating technical material (e.g. statutes rules and regulations); solving technical problems through the application of problem solving methods and techniques such as identifying the problem and pertinent causal factors developing and evaluating alternative solutions and recommending/implementing an appropriate course of action; and writing narrative reports.

For example qualifying technical experience may include but is not limited to responsibility for supervising or overseeing the operational activities of a unit or section whose primary function is the preparation and/or processing of legal documents ORtechnical experience which involved applying and interpreting technical material such as statute rules policies where no precedents are available.

Selective Certification Requirement - Drivers License: This position requires a current and valid drivers license to operate a motor vehicle.

Desired Qualifications: Experience preferred in participation and/or primary administrative support in:

1)Human resources; and 2) Personnel inquiries and personnel investigations.
