Road Operations Supervisor Silverton District/Pavement Maintenance

Marion County Public Works is seeking a Road Operations Supervisor to add to our Road & Bridge Maintenance & Operations Division. The Road Operations Supervisor will join a collaborative team taking part of leading crews that maintain and improve roadway features including paved & gravel roads drainage ditches & pipes roadside vegetation and snow & ice response in the Silverton Area Maintenance District.

In addition the Road Operations Supervisor will oversee the pavement maintenance chip seal and crack seal programs in partnership with our Pavement Management Program Team to extend the life of our paved roadway surfaces throughout Marion County.

GENERAL STATEMENT OF DUTIES
Oversee and coordinate the activities of a crews engaged in road and bridge maintenance vegetation controls constructing or maintaining highway signs signals road striping or pavement markings; ferry operations; weigh master/ truck safety nuisance control.

SUPERVISION RECEIVED
Work under the general supervision of the Operations Division Manager who assigns duties observes work and inspects work upon completion for conformance to engineering specifications standards and departmental policies and practices.

SUPERVISION EXERCISED
Exercise full supervision over operation maintenance workers equipment operators crew leaders or seasonal and shared workers; participate in the selection of new employees; provide training evaluate performance recommend employee transactions; and respond to citizen inquiries.

Typical Duties - Duties include but are not limited to the following

Supervises the Public Works Road Operations Silverton Road Maintenance District and Pavement Preservation Projects (Chip Seals Crack Seals)

  • Supervise multiple crews daily performing a wide variety of road maintenance activities. Effectively communicate assignments to staff through written and oral instruction.

  • Plan and coordinate daily/weekly/annual road maintenance needs. Collaborates with department managers; evaluate equipment needs; determine material needs distribution methodology and the appropriate vendor per project. Determine cost estimates on projects prioritizes and schedules crews to meet goals as identified.

  • Check evaluate and provide a timely response to road and right-of-way service requests within the county. Exhibit problem-solving respond to customers situations with logic experience and knowledge of road maintenance.

  • Responsible for assuring crew leaders and crew members are current of the safety rules and training applicable to a specific work activity.

  • Responsible for taking corrective action up to and including ordering a work stoppage when unsafe conditions or practices occur.

  • Assist Fleet with the development of specifications for equipment acquisitions and maintenance schedules and needs.

  • Ensures accuracy with labor equipment materials productivity and or contracted services on daily time entries and submitted.

  • Generates estimates purchase orders project numbers aids in establishing contracts coordinates scheduling maintains records and establishes billings for Work for Others. Agencies may include ODOT cities of Marion County and other regional cities neighboring and other counties.

  • Attends meetings seminars and training. Participates in Operations division management meetings.

  • Provide adequate public notification for road maintenance and repair projects.

  • Assist in the recruitment of employees: Participates in interviews recommend new employees for hire. Aids in the training of staff.

  • Conduct annual employee evaluations: determine performance measures productivity level and attention to safety. Aid the employees in their career development devising training programs.

  • Works with Human Resources and Public Works staff on employee issues. The ability to provide written documentation develop consensus and handle personnel problems within the section.

  • Participates in on-going training and professional development.

  • Ensure incident reporting is conducted by staff within departmental expectation of the incident and followed up by a summarization of accountability with root cause analysis and collaborative solution-based opportunities.

  • Acts as after-hours emergency response supervisor on a rotating basis. May work alternative work schedule when needed.

  • Considered an essential employee and coordinates crews for inclement weather and storm damage response.

  • May take part in either in-house or contracted hazard cleanups according to training given for incidents on roads and road-related properties.

  • May participate in basic incident command training and drills to maintain proficiency in supporting EOC activities including carrying out field work in connection withEOC operations. May be assigned clerical/support incident liaison or other duties at any location within or near the county. Emergency Management duties may require working long hours outside normal business hours weekend/holiday work and may occur with little or no advance notice.

  • Other duties as assigned by your supervisor.

Requirements for the Position

EXPERIENCE AND TRAINING
  1. Graduation from high school or equivalent and college level course work closely related to the duties and responsibilities of the position; AND
  2. Five years of progressively responsible experience in road construction or work directly related to operations maintenance programs including two years in the specific specialty field for recruitment such as road maintenance vegetation bridge maintenance signs road striping and pavement marking; AND
  3. Two years of experience as a supervisor lead worker or working foreman; OR
  4. Any satisfactory combination of work education training or experience relevant to the position as determined by Marion County.
SPECIAL REQUIREMENTS(Individual recruitment will specify additional details)

KNOWLEDGE SKILLS AND ABILITIES
Road operations have the following major work areas or disciplines which require both operations and maintenance skills to come from one or more of these: roads; streets and storm drainage; bridges; ferries; signs; pavement markings and traffic control.
Thorough knowledge of materials methods and equipment used in road construction; maintenance and repair; layout construction and condition of roads within an assigned district; traffic laws and safety rules governing operations of motor vehicles and equipment on county roads; methods equipment and materials used in manufacturing of signs road striping payment marking; light systems; bridge maintenance; carpentry; concrete work; metal fabrication and assembly; bridge cleaning; environmental laws and procedures; ferry operations; scheduling; dredging; confined spaces; tower and cable work; river flows; and U.S. Coast Guard regulations.

Skill and ability in the operation of all equipment used; to prepare cost analysis reports budgetary reports and project cost estimate spreadsheet reports using word processing software; to plan and direct the work of specialized workers and to attain high quality and production standards; to obtain cooperation of and maintain harmonious relations with employees and the public; and to generate e-mail spreadsheets use word-processing software the Internet and access geographical information files department databases and photo-log files.

PHYSICAL REQUIREMENTS
Operates a motor vehicle; sees using depth perception; stands; sits; moves about the work area; bends forward; stoops; climbs 1 flight of stairs; crawls; reaches overhead; lifts up to 30 lbs.; carries up to 50 lbs.; pushes and pulls up to 150 lbs.; moves carts weighing up to 150 lbs.; operates a keyboard; uses rapid-mental/hand/eye coordination; speaks clearly and audibly; reads a 12 pt. font; distinguishes colors and shades; hears a normal level of speech; works in areas that may be exposed to heat cold humidity dust vibration noise chemicals and blood borne pathogens; works in wet and uneven areas; uses ladders and/or scaffolding.

PUBLIC SERVICE LOAN FORGIVENESS
Marion County is a qualifying public employer for the Public Service Loan Forgiveness Program. Through the Public Service Loan Forgiveness Program full-time employees working at the County may qualify for forgiveness of the remaining balance on Direct Loans after 120 qualifying monthly payments under a qualifying repayment plan.
