NOTE: This is a full-time restricted position funded by a federal grant. The grant funding will expire on 6/30/2026; continuation beyond that date is contingent on the availability of grants funds.

Program Consultant Sr. is responsible for maintaining a constant state of readiness for the immediate implementation of repatriation activation by the Federal government to serve as the Office of New Americans point of contact for International Social Services (ISS) regarding individual repatriate arrival notification to Virginia. Serves as point of contact for any stakeholders who have questions about the plan and ensures that all activities of the Office of Human Services Emergency Preparedness and Response (OHSEPR) conduct quarterly tabletop exercises and/or training for all stakeholders who could be activated in case of emergency repatriation. Leads all reporting and re-application for Federal Emergency grant activities. Ensures all documentation required by OHSEPR is maintained and available to VDSS and OHSEPR leadership upon request. Monitors activities and ensures that VDSS/ONA is in full compliance with grant requirements. Develops and maintains close working relationships with the Virginia Department of Emergency Management (VDEM) in the coordination of mass repatriation.
Program Consultant Sr. will provide direct support to this position coordinating service providers in providing direct services to the newly arriving repatriates.
Minimum Qualifications
Experience interpreting and applying policy regarding repatriation and demonstrated familiarity with the Virginia emergency mass repatriation and individual repatriation programs.
Experience conducting training preparing and giving presentations and using the Microsoft Office Suite.
KSAs and/or Competencies required to successfully perform the work
Extensive knowledge of policies related to Government Emergency Repatriation.
Familiarity with Virginias emergency programs concerning mass repatriation.
Demonstrated ability to maintain a Constant State of Readiness for the immediate activation of repatriation efforts.
Capability to ensure that the necessary infrastructure is in place for the state government local governments and other agencies to provide a seamless and efficient repatriation experience for those returning.
Ability to work effectively under deadlines and in emergencies.
Skill in developing and maintaining productive relationships with federal state and local partners.
Strong written and oral communication and presentation skills.
Proficiency in Microsoft Office Suite.
Willingness to travel for the duration of a mass repatriation event or for various coordination and training activities related to repatriation.
