Job Summary
The Director of Technical Estimating leads the Technical Operations Group and is responsible for the strategic planning development and execution of Basis of Estimate (BOE) processes for U.S. Government service contract proposals. This role ensures the accuracy consistency and compliance of all BOE estimating and cost activities across the organization. The Director oversees a team of BOE developers and collaborates with senior leadership capture teams and technical experts to deliver high-quality audit-ready cost justifications that support competitive and compliant proposals. The candidate is expected to adapt to projects of varying size and complexity and incorporate new processes as needed to facilitate delivery.
As Director of Technical Estimating responsibilities include leading a team and creating documenting and maintaining Basis of Estimate (BOE) spreadsheets narratives and cost justifications. The role also involves developing and implementing processes tools and Quality Control measures to ensure accuracy and compliance with Federal Acquisition Regulations (FAR) Cost Accounting Standards (CAS) and customer-specific requirements.
Roles and Responsibilities
Provide strategic leadership and oversight of all BOE development activities across the enterprise
Establish and enforce standardized BOE methodologies templates and best practices aligned with FAR DFARS CAS and agency-specific requirements
Lead and mentor a team of BOE developers and support staff
Serve as the primary interface with executive leadership pricing contracts and program management on BOE estimating strategy and risk mitigation
Review and approve high-value or complex BOEs to ensure accuracy defensibility and alignment with technical and pricing volumes
Develop and maintain a high-quality QA/QC system for ensuring BOE accuracy
Develop and maintain a centralized repository of historical cost data estimating tools and reusable content
Support audits fact-finding and negotiations with government agencies (e.g. DCMA DCAA)
Drive continuous improvement initiatives to enhance estimating accuracy efficiency and compliance
Stay current on regulatory changes industry trends and competitive intelligence affecting cost estimating practices
Represent the organization in industry forums working groups and customer engagements related to estimating and pricing
Basic Qualifications
Bachelors degree in Business Finance Engineering or related field; Masters degree preferred
20 years of total experience with 10 years in cost estimating pricing or proposal development for U.S. Government contracts and at least 8 years in a leadership role
Deep knowledge of FAR DFARS CAS and government acquisition lifecycle
Proven experience managing estimating teams and leading large-scale proposal efforts for both CONUS and OCONUS opportunities
Experience with OCONUS Base Operations Support contracts
Strong analytical communication and executive presentation skills
Proficiency in cost estimating tools and Microsoft Office Suite
Capable of documenting and presenting concepts (written and orally) to executive leadership
Current passport required
Ability to obtain a Top-Secret Clearance
Preferred Qualifications
Experience with service-based contracts in defense intelligence or civilian agencies
PMP CPCM or related professional certification
Active security clearance
Current training or certifications in Lean Six Sigma or Quality Management
