Description of Work
The North Carolina Office of the State Auditor (OSA) is seeking anInvestigative Analystto work closely with and assist the Investigative Audit Division by receiving entering investigating and analyzing complaints into the computerized case management system. OSA receives complaints of government wase abuse and fraud via a telephone tipline email traditional mail and through an internet poral.
The North Carolina Office of the State Auditor (OSA) is the Taxpayers Watchdog. We operate as the States Independent Auditor and provide unbiased audit and investigative reports so stakeholders can make informed decisions hold entities accountable and ensure good stewardship of public funds.
The Investigative Audit Division within OSA investigates allegations of fraud waste and abuse involving state and local governments as well as state-funded nonprofit organizations. OSA investigations often result in public reports on instances of fraud waste abuse or other improper activities within North Carolina government. These reports sometimes include findings of misappropriation mismanagement waste of state resources fraud or significant violations of state or federal law. Upon completion OSA investigations can be referred for criminal prosecution.
As part of our team you will get to:
- Conduct preliminary investigations and perform analyses of complaints to determine potential courses of action.
- Speak with complainants and other witnesses to gather information and documentation needed to begin an investigation.
- Will conduct background investigations including researching and evaluating federal state and local regulations.
- At times be called upon to conduct site visits with members of the Investigative Audit team.
- Document findings within an investigative report and may assist with writing public reports of the Investigative Teams findings.

- Knowledge of state and local government practices demonstrated through previous public employment internships or relevant coursework
- Familiarity with interpreting and applying laws regulations policies and procedures (i.e. compliance roles legal interpretation duties enforcement work etc.)
- Experience conducting regulatory research or applying legal/regulatory knowledge to your work (i.e. references to compliance audits policy analysis or regulation-driven tasks)
Minimum Education and Experience Requirements
Bachelors degree from an appropriately accredited institution and three (3) years of experience in investigative work or analysis auditing fraud detection compliance or a related field relevant to the responsibilities of the position; or an equivalent combination of training and experience. The Office of the State Auditor uses the Merit-Based Recruitment & Selection Plan to fill positions subject to the State Human Resources Act (SHRA) with highly qualified individuals.
