Job Description

Introduction

The Governors Office of Crime Prevention and Policy workswith federal State and local stakeholders to increase the safetyself-sufficiency and awareness of resources for victims of crime to foster itsvision for a safer Maryland. This includes leveraging resources across Stateand local agencies to comprehensively address underserved populations.

The Criminal Injuries Compensation Board operates under 11-801 of the Criminal Procedure Article as a remedial body designed to provideaid and assistance to victims of crime in Maryland.

Main Purpose of Job

The Deputy Director of the Criminal Injuries Compensation Board (CICB) serves as a senior administrator for CICB which is the only crime victim compensation agency in the state. This position is responsible for the oversight of claims examination processing from intake to adjudication for the statewide compensation for eligible crime victims.

The Deputy Director of the CICB provides oversight for all legal matters board advisement claims examination staff and paralegal supervision and acts as an integral part of local and national victims compensation policy recommendations.

Manage the CICB Claims Process to provide aid and assistance to victims of crime in Maryland.

Includes tracking claims as they move through the system and ensuring a timely response; working to resolve claim issues with staff and through reconsideration hearings; assisting with appeals to Marylands Circuit Court and working with the Attorney Generals Office. Also responsible for ensuring external communications including correspondence and the website are up to date and responsive to victim needs.

Assists the Director of CICB in the direction and enhancement of the daily operations and administrative duties of the agency.

This encompasses the planning organizing and supervision of staff timesheets PEPS mentoring and training of staff including Victim Compensation Examiners and Paralegals. Will also work closely with the Victim Services Advocate regarding training needs or assistance and the Operations Manager related to efficiently administering the claims process. May at times represent the Director of CICB in meetings or on projects.

CICB Board Guidance/Assistance

Provide staffing assistance which includes: clarifying case information scheduling contested hearings and any other matter pertaining to a final disposition in a victim compensation claim which will aid in efficient and effective services for crime victims in the state of Maryland.

Legal/Policy Oversight

Interprets applies or oversees the application of the CICBs policies and procedures COMAR National Compensation Standards and any other related regulatory or legal entity related to the operations of the agency.
The position will aid the Director of CICB and the Criminal Injuries Compensation Board with any legal or policy issues arising in the daily course of business and work towards a thorough and permanent resolution to the barriers adversely affecting crime victims.

Any special projects or other duties as assigned.

MINIMUM QUALIFICATIONS

Juris Doctorate degree and licensed in the State ofMaryland.

DESIRED OR PREFERRED QUALIFICATIONS

Preference Will Be Given to Those Who Have the Following:

Experience working with victims services criminal law ora related field.

Three years of litigation experience in areas of criminaljustice or victim advocacy.

Supervisory experience.
