About the Agency
Come serve the public as part of a dynamic collaborative team at the Commonwealths IT Agency.

This Legal Compliance & Policy Specialist will be part of a team that provides agencywide legal and legislative support services including contract policy regulatory records management procurement and legislative support.

About the Position
The Virginia Information Technologies Agency (VITA) seeks a lawyer to
provide internal legal and compliance guidance and support in subject areas
relevant to VITA business units including but not limited to contracts human resources / employment procurement FOIA and records and data privacy and security.

Responsibilities will include: legal research analysis and guidance; legislative reporting; review modification and negotiation of contracts in compliance with state and federal laws and agency policies; coordination with agency business units and external entities to respond to audit reports and information requests; collaborative confidential professional engagement and communication with internal and external stakeholders; HR support and collaboration; and collegial participation/facilitation of meetings in support of business needs and position responsibilities.

Although relevant experience is valued this position is open to lawyers looking to work in state government for the first time or who have some relevant legal experience but are interested in deepening their knowledge and experience in state government.

Minimum Qualifications

Minimum requirements for this position:
Ability to communicate effectively and concisely in writing and spoken word;
Experience identifying problems and developing multiple solutions and options in a collaborative fast-paced environment;
Ability to draft well written reports policies and responses to audit recommendations and other documents;
Ability to monitor coordinate information and communicate regarding multiple requirements and objectives;
Working knowledge of state government (legislative and executive structure operations processes policies etc.);

Demonstrated ability to:
Interpret and evaluate contracts statutes regulations policies audit reports and other legal documents;
Analyze compliance requirements in a wide range of operational and organizational environments;
Identify and comply with applicable laws and policies including regarding confidentiality and information security;

Working knowledge of general laws governing state agencies such as the Virginia Freedom of Information Act (FOIA) the Public Records Act and the Virginia Public Procurement Act;
Membership in the Virginia State Bar or admission pending.

Additional Considerations

Experience with auditing and oversight within Virginia state or local government;
Working knowledge of information technology cybersecurity intellectual property and privacy laws and policies such as the Government Data Collection and Dissemination Practices Act;
Knowledge experience or certification related to employment law and state employment laws and regulations;
Other regulatory compliance or legal experience in subjects relevant to VITA.
