Job Description

Exempt; 7.5 Hours/Day; 252 Days/Year; 12 Months/Year

DEFINITION

This is highly responsible administrative and supervisory work assuring accurate financial data for the efficient operation of the department of School Nutrition and assisting the Senior Director in planning and directing departmental financial activities. The work involves supervising the accounts payable/receivable payroll and meal application functions of the department preparing financial statements reconciling School Nutrition with the Department of Accounting and developing and recommending financial policies for the department.

SUPERVISION

Work is performed under the general supervision of the Senior Director School Nutrition. Assignments are received orally and in writing. Work is performed independently in accordance with established policies and procedures referring unusual problems to the Senior Director School Nutrition. Additional guidance is provided through school board policies and procedures and government accounting practices. Direct supervision is exercised over one Accounting Technician and one Clerical Specialist.

DISTINGUISHING CHARACTERISTICS

This classification is different from others in that it receives no direct city funds. It operates as a nonprofit enterprise business with a budget of approximately nineteen million and 400 employees. Revenues must be generated to cover all expenditures including employee salaries benefits food supplies trucks equipment etc. The incumbent in this position provides recommendations to the Senior Director School Nutrition on operational decisions concerning budget and financial matters; food and supply costs; and equipment and technology purchases. Decisions made can have a positive or negative impact on costs capital investments quality of food and service productivity personnel policies public relations and overall operations.

ESSENTIAL FUNCTIONS OF THE CLASS (May not include all duties performed by each position in the class).

Assists the Senior Director School Nutrition in planning and directing department activities as it relates to financial management.

Supervises accounts payable/receivable payroll and meal application program.

Reviews and approves invoices for payment and payroll worksheets.

Prepares monthly and annual financial statements for the department of School Nutrition as well as for individual schools and sites. Prepares monthly semi-annual and annual financial reports for the Virginia Department of Education.

Analyzes and reconciles financial records and makes adjustments as needed. Reconciles School Nutrition accounts with the department of accounting.

Reconciles all bank deposits/statements approximately 2500 transactions per month.

Makes recommendations to the senior director of changes needed new reports new methods of handling finances and prices to be charged for school meals vending contracted services and special functions.

Prepares and enters journal entries to allocate expenditures correct entries etc.

Resolves payroll issues for school nutrition staff in collaboration with the payroll department.

Assists in the development of short and long range plans to ensure continued growth and ability to remain on the competitive edge to meet the current needs of school nutrition.

Coordinates and assists in year-end audit of School Nutrition financial statements.

Prepares and plans budget and advises the senior director on controlling budget expenditures and prepares analysis of budget.

Schedules and supervises school nutrition accounting staffs work to ensure accuracy and high productivity.

Reviews and approves at least monthly special program reports credit cards travel requests special functions petty cash and vending.

Prepares and submits State Reimbursement Claim Reports to the Virginia Department of Education.

Coordinates and supervises all budget and financial related matters for School Nutrition.

Researches and stays current on regulations and accounting trends. Reads professional journals attends seminars conventions and industry shows.

Performs related work as required.

REQUIRED KNOWLEDGE SKILLS AND ABILITIES

Knowledge of the principles methods and practices of governmental accounting internal auditing financial management and generally accepted accounting practices (GAAP).

Ability to analyze and evaluate accounting and financial problems and to develop recommendations for their solutions.

Ability to prepare complex financial statements and reports.

Ability to communicate clearly and concisely.

Ability to work effectively under pressure and meet established deadlines.

Experience in financial management of federally funded programs in management of accounts payable and receivable and in preparation of monthly profit and loss statements for units and budget.

Technical leadership and technical management.

Experience using various business information systems.

MINIMUM EDUCATION EXPERIENCE AND TRAINING REQUIREMENTS

Bachelors degree from accredited college or university with major in accounting or business administration plus five years progressively responsible experience in accounting budget analysis or financial management. Masters degree in business or public administration is desirable.

LICENSE

Certified Public Accountant preferred

Virginia Drivers License
