DEFINITION
The Senior Coordinator of Media Services provides visionary leadership and oversight for the library media centers across the division ensuring the centers function as inclusive technology-rich learning hubs that support student achievement digital literacy and equitable access to information. This role designs implements and evaluates innovative media programs aligned with 21st-century skills collaborates with instructional leaders to integrate library media services into the academic curriculum and develops professional capacity among media specialists. The coordinator also partners with community stakeholders to foster a culture of reading and digital citizenship while maintaining strategic operations budgeting and resource management for the divisions library media services.
SUPERVISION
Work is performed under the general supervision of the Executive Director of Curriculum and Instruction. Provides strategic direction in collaboration with Instructional Technology Curriculum and Instruction and other departments to align library media services with division-wide academic initiatives. Direct supervision may be exercised over lower-level personnel educational specialists clerical employees and other staff assigned to the activity program or initiative.
DISTINGUISHING CHARACTERISTICS
Positions assigned to the Senior Coordinator classification within the Department of Curriculum and Instruction have division-wide comprehensive responsibility for a curriculum area.
ESSENTIAL FUNCTIONS OF THE CLASS (May not include all duties performed by each position in the class).
Develops administers and facilitates the library media program; develops and coordinates a quality program for information access and delivery of instructional support materials systems and equipment throughout the district.
Provides leadership and guidance to principals and school library media staffs in program planning budgeting inservice activities facility use equipment selection and media production.
Works closely with the offices of Instructional Technology and Network Services to provide access to electronic resources and training in the areas of information technology and media production.
Provides district inservice programs for library media specialists and library media assistants to upgrade the professional expertise of library media personnel.
Participates in curriculum development instructional planning and management committees at the administrative level.
Supervises ordering of books digital and multimedia learning resources and periodicals for school library media centers.
Develops policies for the selection of equipment and materials that support academic achievement.
Implements data-driven strategies to evaluate library usage student engagement and the instructional impact of media center programming.
Participates in staffing of library media centers and the office of Media Services by writing job descriptions developing evaluation instruments conducting interviews and recommending personnel to principals.
Develops recommends and administers the budget for the office of Media Services.
Develops implements and monitors procedures for efficient and economical ordering and distribution of supplies equipment and furniture for each school library media center and media services office.
Ensures library collections reflect diversity inclusion and accessibility principles and are regularly reviewed for cultural relevance and accuracy.
Assists principals upon request in their evaluation of library media staff and assists the human resources department in the assignment /transfer of library media staff.
Works with district personnel architects and vendors in the design of new and renovated facilities to include the library media centers as well as other areas affected by the library media center information and media delivery systems.
Coordinates a university partnership for the development of future library media specialists by program marketing interviewing and observing candidates and providing recommendations for entry to the program.
Supervises the preparation of all city and state annual library media reports.
Supervises and evaluates the central office media staff
Interprets the functions of the media services office within and without the school division and attends local state and national professional meetings.
Collaborates with neighboring school districts to plan organize and conduct joint staff development initiatives.
Performs work as assigned to the Department of Curriculum and Instruction by the Executive Director Chief Academic Officer and/or Superintendent.
REQUIRED KNOWLEDGE SKILLS AND ABILITIES
Knowledge of the principles practices and methods of providing library/media services to a public school system. Understanding of inclusive library practices culturally responsive pedagogy and equity in access to digital and print resources.
Knowledge of Norfolk Public Schools systems operations and organization.
Knowledge of computer applications relevant to library media centers including library management systems digital learning platforms and content curation tools.
Ability to plan organize and direct the work of others.
Ability to evaluate programs identify new or changing needs and requirements and develop and implement new programs and procedures. Skill in leading change coaching staff in instructional technology and fostering innovation across diverse learning environments.
Ability to communicate effectively in writing and orally with parents students teachers and school administrators.
MINIMUM EDUCATION EXPERIENCE AND TRAINING REQUIREMENTS
Bachelors degree in library science or related area. Masters degree in administration and supervision PreK-12. Three to five years of experience in school library media services at the elementary and/or secondary levels with demonstrated expertise in instructional technology integration digital resource curation emerging technologies or personalized learning environments.
LICENSE
Postgraduate Professional License with endorsements in library science.
