Under general direction supports procurement processes by managing and enhancing procurement-related systems; conducts complex data analysis and reporting related to contract administration and purchasing to support decision-making; provides technical support training and guidance on procurement systems and conducts preliminary reviews of procurement documents and contracts.
The Well Qualified Candidate Will Possess the Following
Knowledge:- Applicable federal state and local statutes regulations and codes pertaining to public sector procurement services
- Research methods and statistical analysis techniques
- Procurement software platforms and related systems that streamline and enhance the procurement lifecycle including sourcing vendor management contract management and purchase order processing such as CobbleStone
- Analyzing & Interpreting Data Drawing meaning and conclusions from quantitative or qualitative data
- Critical Thinking Analytically and logically evaluating information propositions and claims
- Decision Making Choosing optimal courses of action in a timely manner
- Industry Monitoring Grasping the external political economic competitive and social factors affecting the industry
- Legal & Regulatory Navigation Understanding interpreting and ensuring compliance with laws and regulations
- Professional & Technical Expertise Applying technical subject matter to the job
- Oral Communication Engaging effectively in dialogue
- Writing Communicating effectively in writing
- Customer Focus Attending to the needs and expectation of customers
- Negotiating Reaching mutually satisfying agreements and compromises
- Relationship Building Establishing rapport and maintaining mutually productive relationships
- Managing Performance Ensuring superior individual and group performance
- Leveraging Technology Applying technology for improvements in organizational efficiency and effectiveness
- Project Management Planning and tracking projects to ensure they are on-time on-budget and achieve their objectives
- Cultural Proficiency Modeling communications and interactions that respect and include all individuals and their languages abilities religions and cultures
Experience:Two years of experience in purchasing contract administration and managing procurement-related software systems including compiling and analyzing data to make recommendations for procuring a wide variety of services or materials.
Additional Requirements:A valid California drivers license and the availability of private transportation or the ability to obtain transportation between job sites may be required.
Hybrid remote schedules may be available. To ensure the health and safety of its staff LACOE may require employees to provide evidence of full vaccination against COVID-19.
