Job Description

Program Analyst Navy PEO

Location: San Diego CA

Clearance: Active TS clearance required

The Marlin Alliance Inc. is seeking a highly professional and organized Program Analyst to support a senior Technical Director within a San Diego-based Navy Program Executive Office (PEO).

Established in 2002 The Marlin Alliance delivers mission-critical consulting and digital transformation services to the Department of the Navy. We are seeking a polished proactive individual to serve as a key enabler to senior Navy technical leadership. This role requires exceptional communication coordination and document management skills and a commitment to supporting high-tempo defense initiatives with discretion and precision.

Responsibilities:

  • Conduct program analysis and provide analytical support to the Technical Director including performance metrics tracking resource allocation analysis and strategic planning support.

  • Coordinate high-level engagements with Navy stakeholders industry partners and senior government officials across Navy SYSCOMs and Program Offices.

  • Develop analytical products including program assessments status reports trend analyses decision briefings and executive dashboards for senior leadership.

  • Manage controlled correspondence internal trackers and tasker systems ensuring deadlines are met and status is communicated.

  • Organize and facilitate technical reviews Integrated Product Team (IPT) meetings town halls and executive-level events.

  • Maintain classified and unclassified document repositories using Microsoft Teams and SharePoint ensuring version control and compliance with DoD marking and storage policies.

  • Support travel planning using the Defense Travel System (DTS) including authorization requests itineraries and voucher tracking.

  • Prepare trip reports and meeting summaries for distribution to senior leadership and working-level stakeholders.

  • Handle visit access requests and manage security documentation in coordination with Navy security offices.

  • Facilitate communication and coordination between the Technical Director and program leads contractors and functional staff.

Required Qualifications:

  • U.S. Citizenship and active Top-Secret clearance.

  • 3 years of experience providing strategic administrative or program support in a DoD Navy or federal government environment.

  • Advanced proficiency with Microsoft Office 365 suite including Outlook Teams Word PowerPoint Excel and SharePoint.

  • Familiarity with Defense Travel System (DTS) and classified document handling protocols.

  • Demonstrated ability to operate independently in a fast-paced high-visibility environment.

  • Excellent writing editing and interpersonal communication skills.

  • Proven ability to manage and prioritize competing demands with professionalism and discretion.

Preferred Qualifications:

  • Bachelors degree in business administration communications or related field.

  • Prior experience supporting Navy SYSCOMs Echelon II headquarters or PEO-level leadership.

  • Familiarity with Department of the Navy tasker systems such as ETMS2 or equivalent.

  • Understanding of acquisition lifecycle documentation program planning or technical review processes.
