Position Type:Hybrid
Hybrid Schedule:3 days onsite
Contract Length: 6 months
Position Overview:
This Technical Lead position oversees a growing development team providing strategic direction technical guidance and project lifecycle management to ensure successful delivery of all project milestones. The role partners closely with project management and agency leadership to maintain compliance manage risks and ensure timely accurate communication across stakeholders.
Duties:
Serve as the Technical Lead for the development team providing oversight direction and technical consultation.
Guide the project team throughout the entire project lifecycle from initiation to final acceptance of deliverables.
Collaborate with the project manager to ensure adherence to agency and Commonwealth project management policies standards and procedures.
Review and validate project deliverables for accuracy completeness and compliance with requirements.
Ensure the project maintains an up-to-date and valid project plan including scope tasks schedules estimates and status updates.
Direct corrective actions in areas where project performance does not meet objectives.
Monitor project progress and provide timely updates on status issues and risks to agency leadership.
Act as a liaison between agency leadership and VITA in coordination with the project manager.
Assist in preparing reports and materials for regular project reviews with agency leadership VITA and oversight committees.
Work onsite a minimum of three days per week in a hybrid work environment.
Required Skills:
10 years of experience acting as a Technical Lead on successful large-scale IT projects.
10 years of extensive expertise in Azure Cloud Services (e.g. Azure App Services Azure Functions Azure DevOps Azure Storage Azure Kubernetes Service).
10 years of proficiency in one or more programming languages such as C# .NET Python or JavaScript.
10 years of solid understanding of RESTful APIs microservice architecture and serverless computing.
10 years of experience with CI/CD pipelines and Infrastructure as Code (IaC) using ARM templates Bicep or Terraform.
10 years of familiarity with monitoring and logging tools such as Azure Monitor and Application Insights.
10 years of experience working with SQL and NoSQL databases in Azure such as Azure SQL and Cosmos DB.
10 years of understanding secure coding practices role-based access control (RBAC) and compliance frameworks (e.g. GDPR ISO).
10 years of proven experience leading development teams through the full project lifecycle.
10 years of experience applying Agile/Scrum practices including ceremonies and iterative development.
10 years of experience working closely with Product Owners Scrum Masters and other stakeholders.
10 years of experience mentoring junior developers and promoting best practices and code quality.
10 years of ability to translate complex technical concepts for non-technical stakeholders.
10 years of effective communication with distributed teams.
10 years of strong problem-solving skills and architectural decision-making abilities.
Preferred Skills:
10 years with a Bachelors or Masters degree in Computer Science Engineering or a related field.
10 years of experience with Scrum certifications such as SAFe.
10 years with a Microsoft certification as DevOps Engineer Expert.
