Description

The post-holder will manage the day to day functions of the Safety Camera Programme office.

The Scottish Safety Camera Programme facilitates partnership working between Transport Scotland and Police Scotland to deliver targeted safety camera enforcement across all trunk and local roads in Scotland. Enforcement is an essential part of the work to deliver the casualty reduction targets in Scotlands Road Safety Framework to 2030. It encourages improved driver behaviour in locations identified with both collisions and poor speed compliance. The programme manages the grant funding of police resources required to process this enforcement maintains existing roadside enforcement equipment and procures new cameras for locations identified through the annual site selection exercise. A large part of this role is administering managing and monitoring the performance of the 6m annual grant to Police Scotland. It also ensures ongoing and efficient supplier contract management and that the use of the Grant monies is undertaken in line with the wider provisions of the Scottish Public Finance Manual.

Current objectives will be to support of the monitoring of improvements to Police Scotlands agreed KPIs. In addition the Programme Office is undergoing a period of transformation to enhance its digitisation and expanding its use of data and evidence including new technologies and data sources as these become available.

The Programme Office currently has a Head of Programme and a data analyst. The day to day management of the programme is undertaken by the performance manager. This role will support the data analyst as the programme continues to improve data utilisation from emerging software technology and data sources including ArcGIS.

Responsibilities

  • Manage the Programme budget and Police Scotland grant funding ensuring grant expenditure maximises collision and casualty reduction potential.
  • Manage the delivery of performance management reporting and improvements.
  • Lead on the examination and assessment of annual Police Scotland Camera Units Operational Plan submissions.
  • Assist in the ongoing management of the Programme in line with the Programme Handbook in particular around safety camera site selection criteria and performance monitoring.
  • Work with Programme stakeholders and wider Transport Scotland procurement teams to deliver safety camera projects (products services or schemes) from concept development through procurement and into project delivery.
  • Manage the development of improved data integration for performance management and site prioritisations identifying and facilitating new data and technology and incorporation into ArcGIS Pro AI supported applications and connected vehicle data.
  • Manage the drafting of reports correspondence PQs and briefings for Ministers.
  • Line manage 1 x Assistant Statistician.

Location

This post is based inGlasgow with hybrid working in line with current Transport Scotland policies. You will be expected to be office based twice per week pro rata.
