Job Description:
This position is the Bureau of Maintenance & Operations (M&O) Asset and Contracts Engineer which oversees statewide consistency of assets and conducts all aspects of contracting associated with the maintenance and operation of MaineDOTs transportation system. This position will also coordinate with FEMA and FHWA on Emergency Projects. This positions work involves developing technical guidelines regulations policies and other materials; directing and performing staff support activities; approving fiscal transactions within set limits; and providing the administration of Federally funded and commodities contracts. This will include coordinating and establishing work priorities; reviewing plans estimates and specifications; and overseeing statewide consistency of asset inventory working with the Regions management team and Asset Technicians. The Asset and Contracts Engineer also advises consultants and M&O staff on required documents for contract advertising award and construction. This position requires substantial broad-ranging experience with transportation construction practices and knowledge in developing contracts interpreting state and federal contract laws understanding environmental permit requirements project estimating as well as licensure as a Maine Professional Engineer. Work is performed under limited supervision.
To be minimally qualified for this position candidates must provide evidence ofthe following experience:
Licensure as a Professional Engineer plus two (2) years of work experience beyond such licensure which demonstrates the performance of significantly complex engineering science competency in evaluating risk and applying sound engineering judgement as it applies to planning project development and/or maintenance of public works structures and facilities.
Licensing/Registration/Certification Requirements: (These must be met by all employees prior to attaining permanent status in this class).
Licensure as a Professional Engineer as issued by the Maine State Board of Licensure for Professional Engineers.
