JOB TITLE: Partnership Finance CoordinatorTEAM/PROGRAMME:FinanceLOCATION: Damascus any other field office inside Syria.

GRADE: 3

ROLE TYPE: Fixed Term 1 years

ROLE PURPOSE:

The Partnership Finance Coordinator will play a key role in ensuring robust financial management compliance and capacity strengthening support to local and national partners in Syria. The role supports the delivery of high-quality partnership programming by working closely with program finance and compliance teams and acts as the finance focal point for partner-related financial oversight and support.

SCOPE OF ROLE:

KEY AREAS OF ACCOUNTABILITY:

  • Review and validate partner financial reports ensuring accuracy completeness and alignment with approved budgets and donor requirements.
  • Follow-up with partners to ensure timely submission of financial reports.
  • Ensure timely disbursement of funds to partners in line with contract terms and performance milestones.
  • Track partner expenditures and burn rates; identify and escalate financial risks underspending or overspending as appropriate.
  • Maintain up to date organized financial documentation for each partner ensuring audit readiness.
  • Verify partner expenditure reports through remote and direct visits and provide audit summary with recommendations.
  • Work with partnership team to ensure that organizational development plans are in place and take a leading role in all capacity building for partners in financial systems and process
  • Develop tools and checklists that can be used for working with partners.
  • Assist awards/program teams in preparation of end of award/close out letters and retention payments detailing accepted disallowed and queried costs and where applicable any balances owed to or from partners.
  • Responsible for ensuring that partner expenses are posted to FMS (Agresso) monthly and amounts owed to and from partners are monitored and cleared in time.
  • Ensuring that all selected partners have adequate policies procedures and controls to mitigate financial risks.
  • Ensure appropriate levels of supporting documentation for all partner financial expenditure and retained it in proper way.
  • Complete the finance section of the Partnership Assessment for new partners.
  • Develop and update capacity strengthening plans based on assessment results in coordination with program and Partnership staff.
  • Provide other ad-hoc financial data or analysis as requested by the Manager FD or Field

QUALIFICATIONS AND EXPERIENCE:

  • Bachelors degree in finance Accounting Business Administration or a related field.
  • 35 years of experience in finance or grants management preferably in an INGO or humanitarian setting.
  • Proven experience working with local/national NGOs on financial reporting and capacity building.
  • Strong knowledge of accounting principles and financial systems.
  • Excellent interpersonal and communication skills.
  • Fluency in Arabic and professional proficiency in English (written and spoken).
  • Strong analytical skills and attention to detail.
  • Ability to manage multiple priorities in a fast-paced environment.
  • Demonstrated ability to work effectively with diverse teams and partners.
  • High level of integrity and commitment to humanitarian values.
