The Homeless Services Department is looking for an experienced Program Supervisor to join our Family Youth DSV Program Team!
The Family Youth and DSV Program team provides support and services to achieve lasting long-term impact on three different systems of care: Homeless Family System of Care (HFSOC) Homeless Youth Continuum (HYC) and Domestic and Sexual Violence (DSV) System of Care.
The program supervisor will report to the Family Youth DSV Program Manager that oversees these systems of care and will directly supervise program position will provide strategic guidance project management and equity centered leadership to support the successful development and implementation of programs and services. Primary Responsibilities:
Provide supervision in programming for designated systems of care including being the primary designee for the program manager in their absence providing training and learning opportunities for staff providing guidance and support to staff and supporting the inclusion of equity measures within the program.
Provide day-to-day supervision of staff including: prioritize plan assign and review work establish work schedules and manage performance.
Assist in Program Development including management of training resources and tools assessment and monitoring of tracking tools to ensure timelines are met and implementation of goals and objectives to clearly evaluate operations.
Provide program monitoring to best track our outcomes and outputs. Support sharing of these outputs and collaborate with leadership on decisions surrounding this data.
Continual commitment to advancing racial equity by applying an equity lens to programmatic processes. Assist in making data driven decisions to ensure that racial equity and the voices of people with lived experience are centered in system design.

Minimum Qualifications/Transferable Skills:
Bachelors Degree and three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position
OR
7-10 years of qualifying training and/or experience that demonstrates the ability to perform the duties of the position

However keep in mind we may consider some or all of the following when identifying the most qualified candidates. Ability to work independently to achieve goals and collaboratively when needed.
Strong written and verbal communication skills.
Experience interfacing with public officials their staff and navigating a governmental/political atmosphere
Experience in public contracting compliance/negotiation
Experience in a leadership role or program oversight.
Advanced ability to identify and address personal biases.
Working knowledge and experience of:
Working with individuals families and/or survivors of domestic and sexual violence who have experienced homelessness and/or are households that are low income and marginalized/disenfranchised.
Advancing racial justice understanding how systems of oppression intersect and applying an equity lens in policy and programming processes.
The needs of and barriers faced by people of color experiencing homelessness.
Providing culturally responsive services to people with diverse cultural and experiential backgrounds.

Serving the Public Even During Disasters
Everyday Multnomah County staff work together to serve as a safety net for our communities. During a disaster this safety net becomes even more critical. All County employees have a role in serving the public during inclement weather natural disaster or other types of community emergency response. During these emergency responses while typically there begins with a call for volunteers county employees may ultimately be reassigned from their current position to a role in the emergency response in order to support the critical needs presented by our communities.
