Job Description

The New York City Housing Authority (NYCHA) the largest public housing authority in North America was created in 1935 to provide decent affordable housing for low- and moderate-income New Yorkers. NYCHA is home to 1 in 17 New Yorkers providing affordable housing to 528105 authorized residents through public housing and Permanent Affordability Commitment Together (PACT) programs as well as Section 8 housing. NYCHA has 177569 apartments in 2411 buildings across 335 conventional public housing and PACT developments. In addition NYCHA connects residents to critical programs and services from external and internal partners with a focus on economic opportunity youth seniors and social services.

NYCHAs Emergency Management and Services Department (EMSD) is charged with responding to all emergencies and hazards impacting essential services and day-to-day operations to include large-scaled disasters. EMSD accomplishes this responsibility with a strategic network of public and private partners to ensure the protection of NYCHAs infrastructure and the preparedness of its stakeholders both internal and external. EMSD is comprised of three units - Preparedness Unit Support Unit and Response Unit.

The EMSD Response Unit reporting to the Deputy Director of Response manages all EMSD response operations to include on-scene response and recovery efforts establishing a centralized command communication and control and deployment of needed resources to properly respond to an incident impacting NYCHA staff and residents. EMSD Response is looking for a Response Administrator to oversee both in office and front-line staff responsible for handling response operations with EMSD.

The duties of the EMSD Response Administrator include but not limited to the following:

all citywide emergency operations to include staff resources and authorizing of emergency purchases.
and enforce NYCHA regulations policies and procedures.
NYCHAs Watch Center and EMSDs dispatch operations.
the timely response to emergency conditions and disasters at field locations involving major incidents media/press inquiries.
a rotating shift schedule for shift operations staff within the Response Unit to ensure proper coverage needed for a 24/7 operation.
time and attendance of response unit to include vacations call outs etc.; ensuring disciplinary actions are issued when appropriate.
monthly T&A reports initiate follow up & disciplinary action when necessary lateness missing swipes etc.
with EMSD training coordinator to ensure attendance for mandatory trainings follow up to ensure all staff are compliant.
administrative tasks associated with daily duties and responsibilities as a Response Administrator.

NOTE: IF THIS APPOINTMENT IS MADE ON A PROVISIONAL BASIS PURSUANT TO 65 OF THE NYS CIVIL SERVICE LAW NO TENURE OR PERMANENCE ACCRUES TO AN INCUMBENT IN THIS POSITION BY VIRTUE OF SUCH APPOINTMENT.

1. In order to operate a NYCHA vehicle candidate must possess a valid NYS drivers license in good standing (NYCHA does not restrict candidate who possesses a drivers license from CT PA or NJ).
2. Work requirements include nights weekends and holidays.

ADMINISTRATIVE SUPERVISOR OF B - 10035


Qualifications :

1. Eight years of full-time experience in construction repair alteration and/or rehabilitation of multiple dwellings commercial industrial or public buildings in the capacity of general contractor superintendent of construction procurement specialist evaluator responsible for cost estimation or as a field supervisor or as an inspector at least 18 months of which must have been in a supervisory or administrative capacity involving responsibility for a large number of buildings; or
2. Education and/or experience which is equivalent to 1 above. Education in an accredited college leading toward a baccalaureate degree in engineering architecture engineering technology or a closely related field will be accepted on a year-for-year basis up to a maximum of four years. However all candidates must possess at least 18 months of the specialized supervisory or administrative experience described in 1 above.
