  • GENERAL SUMMARY
    This positions responsibilities are to assist the Executive Director for Special Services in the implementation of all department goals to meet the district mission for the department. Also to assure that the Special Services Department meet strict deadlines and produce accurate state and Federal reports required to generate the funding base for the districts special education program. Responsibilities also include supervising and coordinating accurate student counts data collection and analysis and providing technical assistance and training to staff on laws rules and regulations governing compliance related to special education enrollment. This position is responsible to maintain accurate count and staffing records to meet auditing and monitoring standards. To assist directors by answering/researching questions/problems and providing clarification to directors and building staff. Responsible for classified staff evaluations goal setting professional growth plans and placement. Involvement in long-range planning by teaming with directors in putting into place program changes from the WACs and re-authorization legislation through staff training and site visits and assist in preparing student enrollment projections. Assignment of classified staff as needed. Participate as requested as an active member in the district negotiating team.

    ESSENTIAL FUNCTIONS
    1. Direct support activities to assist the department in reaching district goals and philosophies. Develop building funding allocations based on student projections; implement procedures for program development and changes as the directors establish them. Allow directors to focus more on program vision administrative support to buildings and program implementation by managing specific supportive activities.

    2. Serves as technical assistance provider at building and district level in the areas of special education rules and regulations and data collection related to special education enrollment and count procedures. Team lead for gathering data for the districts Safety Net application.

    3. Assists in the development implementation and management of Bethels Online Special Educators System including integration with Synergy. Manages Special Ed. Synergy system. Provides staff inservice and training for all Special Services program staff in administrative use of technology forms systems and the Special Services on-line reporting process related to Synergy and the student system.

    4. Coordinates and submits state and Federal reports to generate special services funding; ensures compliant paper work; audits accuracy of student count. Prepares report and electronically transfers report to the state according to required program deadlines.

    5. Attends meetings of special education service providers to provide training to improve the reporting process. Coordinates with new staff to ensure compliant paperwork. Provides general placement and related service information from existing records.

    6. Develop training manuals and work with the forms committee to keep the student records reporting process compliant with state and district mandates.

    7. Responds to requests from various outside agencies (public state and Federal) as appropriate. Conducts data research collection and analysis. Researches processes used in other districts and agencies to maintain and streamline an efficient student reporting system.

    8. Maintains security of the programs student records according to FERPA and HIPPA guidelines and assists in the design and implementation of records storage needs for Special Ed. records retention. Knowledge of state and Federal records destruction policies and procedures. Responsible for the coordination and implementation of the destruction of student records.

    9. Supervises Technician Support Technicians and Special Education Registrars to keep the integrity of the program and to provide quick and accurate response to requests from district state and Federal personnel.

    10. Models appropriate and cooperative behavior including protecting confidential information consistent with district ethical guidelines.

    11. Assist in the implementation and application of rules and regulations compliance. Team with directors in the development of procedures forms and review of programs in classrooms - site visits. Background data collected by the manager and utilized by the directors in decision making.

    12. Certificated/classified personnel - process job postings descriptions placement of staff and personnel action forms. Be aware of BEA/PSE guidelines to help problem solve personnel issues. Work with Human Resources and building principals on staff assignments and displacements. Maintain an up to date spreadsheet of program staff in buildings.

    13. Be a contact person for the auditor of grant programs. Understand the auditing/monitoring standards and be ready to provide data as needed. Ability to understand and respond to auditors requests. Support the Executive Director in preparation of records for lawsuits and citizen complaints.

    14. Assist Executive Director in anticipating program impacts by generating reports to determine caseload and program needs and establish student projections that drive program staffing.

    15. Monitors and assigns support paraeducators for program and student needs. Verifies and approves employee time sheets and submits for pay.

    16. Other duties consistent with the intent and scope of this position.

    This position reports to the Executive Director for Special Services.

    MENTAL DEMANDS
    Experiences frequent interruptions; required to meet inflexible deadlines; requires concentration and attention to detail; may occasionally deal with distraught or difficult individuals.

    PHYSICAL DEMANDS
    Required sitting for prolonged periods; exposing to visual display terminal for prolonged periods; dexterity and precision required in the operation of a computer.

    Education training and experience necessary to carry out the assignment.

    Required Knowledge Skills and Abilities
    Extensive knowledge of technology and data management of special programs such as special education ECEAP 504 and MultiLingual Education (MLE) - especially in the areas of compliance policies and procedures. Proven history of positive verbal and written communication skills. Also strength in listening skills problem resolution and working with a wide variety of people. Skills in facilitation and mediation - representing the district in negotiations with unions. Knowledge of the Continuous Quality Improvement Process. Ability to organize responsibilities to be effective develops open communication and be a flexible member of the administrative team. Evaluation of classified staff performance and development provide motivation and supervision to staff. Assist in the hiring process by preparing job postings descriptions and personnel action forms and act as a member of the hiring teams. Ability to use spreadsheets and databases to collect display and interpret data. Ability to develop and monitor budgets and building staffing allocations.
    Licenses/Special Requirements

    Requires fingerprinting and background check to determine that there have been no convictions involving physical molestation abuse injury or neglect of a minor.

    UNIT AFFILIATION
    This is a non-union Specialist Level 1 exempt position.
