An exciting opportunity has arisen to manage the Market Abuse Surveillance Supervision (MASS) team in Secondary Market Oversight (SMO).
SMO leads the FCAs efforts to combat market abuse in secondary markets supporting market integrity and function. Handling over 500 million trading records daily and thousands of intelligence reports annually the department uses data-driven regulation to disrupt abuse and support enforcement cases. SMO also engages with market participants to supervise surveillance systems and collaborates internally to address firms posing multiple risks.
The MASS team is central to our operations supervising firms and trading venues to ensure effective market abuse controls and STOR reporting. MASS leads industry outreach through forums roundtables and public speaking and coordinates international engagement on market abuse regulation. Its market professionals monitor real-time events like price spikes and trading errors investigating incidents and assessing firms controls. MASS is a high-performing diverse team with a strong blend of industry and regulatory expertise.
What you will be doing
Leading a diverse team of people including market professionals and experienced regulators at different career stages from graduates through to technical specialists
Setting the strategy for the team including the supervisory programme the balance of activity between STOR supervision industry engagement and international co-operation
Leading the teams engagement with the wider Market Oversight Directorate particularly the teams who rely on the quality of STOR intelligence to do their job and influencing policy development (led by SPC) on MiFID and MAR issues of relevance to SMOs work
Leading SMOs engagement with supervisors (particularly in wholesale supervision) who share our responsibility for market abuse systems and controls supervision
Co-ordinating in collaboration with the Primary Market Oversight department the communications strategy with for market abuse
Contributing to the departmental leadership of SMO and leadership in the wider directorate by leading on initiatives (such as staff survey follow-up attract-develop-retain people initiatives organisational design)

You will be responsible for leading a motivated team of talented individuals with a variety of technical skillsets on a varied outward facing portfolio while strengthening your leadership supervisory skills and expertise in wholesale markets especially the Market Abuse Regime
The role offers the opportunity to influence and drive forward these and other work streams and to contribute to the FCAs strategy to combat market abuse
As part of the SMO management team you will also have a key role to play in ensuring we are able to deliver on both the department and directorates objectives and vision more generally. This will include participating in the establishment of priorities proactively identifying risks to our objectives and assisting in the delivery of our people strategy

Minimum
Demonstrable experience of UK and EU market abuse legislation including the Market Abuse Regime (MAR) and MiFiD II
Practical experience or a technical understanding of financial markets including surveillance related to those markets
Experience of managing people as a direct line report or as part of a project team
Essential
Product knowledge (e.g. equity OTC derivatives bond options commodities Benchmarks)
A detailed understanding of the legislation and the FCAs rules in relation to the responsibilities of all market participants to detect report and prevent market abuse
An ability to deal confidently and persuasively with a wide variety of internal and external stakeholders including Supervision Policy Enforcement and senior management at firms and exchanges/MTFs
The ability to drive and motivate a team through periods of change in a way which is sympathetic to the challenges people feel but which also recognises the broader considerations and priorities
A strong sense of the value of teamwork and capable of engaging effectively and constructively with the management and senior leadership of the Market Oversight division
The ability to identify key risks to FCA objectives; effective and timely judgement on when and how to escalate issues
The ability to manage several workstreams at once ensuring issues are prioritised effectively and progressed on a timely basis
Familiarity with the transaction reporting regime (SUP17)
Knowledge of regulatory framework for supervision and market surveillance systems and/or IT developments in this area
