Job Description:
Our company is seeking a Sr Facility Security Officer (FSO) in support of multiple Department of Defense (DoD) and Intelligence Community (IC) customers. This position will be responsible for the management and supervision of personnel and all aspects of their security program and the overall implementation of contractual legal and regulatory security requirements. This position will also include preparation of security plans review/enforcement of applicable guidelines and establishment of procedures for all areas of responsibility which includes coordination with Personnel Security staff Information Security in coordination with the site Information Systems Security Manager Physical/Technical Security Classification Management Communication Security (COMSEC) and Program Security.
Facility Security Officer (FSO) acts on behalf of the site leadership and corporate Security function to ensure compliance with all security policies contractual security requirements and that an effective security program is maintained. The FSO will ensure that all employees contractors or subcontractors who have access to classified protected or proprietary information and/or facilities and storage areas are trained knowledgeable and comply with policies regulations and procedures specific to the information and areas they have authorized access to and will protect against loss theft improper use unauthorized disclosure or disposal of those assets or information. This position will require on-site support and the performance of classified work.
Essential Functions:
Manages and leads ensuring compliance with the National Industrial Security Program (NISP) Contract Security Classification Specifications (DD254) Intelligence Community Directives (ICDs) the Program Classification Guides and company policies and directives.
Responsible for execution of all 32 CFR Part 117 NISPOM related security functions including industrial physical personnel (PERSEC) and information security; Insider Threat program development and execution; program security support and access control to classified programs and accredited areas.
Developing and Administering an Operational Security Program standard operationg procedures for classified or sensitive materials documents and equipment and physical controls to ensure complicane with government company policies.
Obtaining rulings interpretations and acceptable deviations for compliance with regulations from government agencies
Leading supporting and conducting Government Security Investigations on personnel processes and situations in accordance with established operating procedures to determine level and scope of non-compliance with government and company regulations/requirements
Preparing reports that specify preventive/corrective actions to be taken
Collecting assimilating and interpreting intelligence information and disseminating to the appropriate stakeholder or investigating authority
Researching and implementing federal security regulations maintaining knowledge and awareness of interdisciplinary compliance requirements i.e. cyber information technology and configuration management
Preparing manuals that outline regulations and establish procedures for handling storing retaining records and access by personnel or visitors to restricted records and materials
Conducting security education training and security audits
Conducting Security Investigations
Implementing local site compliance with all security policies including government and company requirements for safeguarding information physical security of facilities and the safety and security of all employees visitors assets and information.
Position ensures compliant and effective execution of responsibilities ensuring COMSEC program management asset handling and accountability.
Lead as a team player exhibit flexibility dedication and the expectation of excellence required of a seasoned security professional while working and making decisions independently with general guidance and without direct supervision.
Broad management and leadership knowledge to lead and manage across the function
Broad expertise mastery of and experience ensuring compliance with Intelligence Community 32 CFR Part 117 National Industrial Security Program Operating Manual (NISPOM Rule) and Special Access Programs
Qualifications:
Bachelors Degree with a minimum of 12 years of prior related security experience. Graduate Degree with a minimum of 10 years of prior related security experience. In lieu of a degree minimum of 16 years of prior related security experience.
FSO certification via current Defense Counterintelligence and Security Agency (DCSA) criteria
Minimum of 5 years FSO experience
Current DoD Top Secret/SCI security clearance eligibility; adjudicated and in-scope U.S. Government T5 investigation
Candidate must be a US citizen
Preferred Skills:
Completed counterintelligence or full scope polygraph
Bachelors and/or Masters degree in Security Management Homeland Security Security Administration Criminal Justice Industrial Security Management Information Systems Security Information Technology Management or other relevant
Familiarity and experience with SIMS NISS DISS/NBIS ICD 705 etc.
Proficiency and experience with Insider Threat Program
Experience and knowledge managing COMSEC accounts and/or programs
Industrial Security Professional (ISP) Certified Protection Professional (CPP) or other relevant professional security certification
Self-initiative; compliance focused customer service oriented
DCS and/or FMS experience
Experience with International travel requests
