Salary: $68640.00 - $74256.00 Annually DOE / Additional Differentials Must Qualify

  • Language Translation - Bi-cultural Spanish: $1.00 per hour
  • Bimodal Bilingualism - ASL Sign Language: $1.00 per hour

Overview:

The Program Supervisor is a key leadership role responsible for the direct oversight and effective management of the Short-Term Residential Therapeutic Program (STRTP). This position ensures the delivery of high-quality trauma-informed and culturally responsive services to youth in care in alignment with each individuals treatment plan.

The Program Supervisor leads and supports a multidisciplinary team fostering a therapeutic safe and structured environment that promotes healing growth and resilience. They are accountable for daily program operations maintaining strict adherence to regulatory standards set forth by Community Care Licensing (Title 22) the California Department of Social Services (CDSS) and the Department of Health Care Services (DHCS) as well as internal agency policies and procedures.



The Program Supervisor oversees multiple employees in compliance with Agency standards and Community Care Licensing (CCL) regulations. This role is responsible for the overall direction coordination and evaluation of assigned units. Supervisory duties are carried out in accordance with organizational policies and applicable laws.

Key responsibilities include conducting interviews hiring and training staff planning and assigning workloads evaluating performance and implementing employee recognition and disciplinary actions as needed. The Program Supervisor also addresses concerns resolves issues and ensures a productive and compliant work environment.



The STRTP Administrator is required to be on-site for a minimum of 20 hours per week to oversee and support the overall operations of the facility ensuring they are conducted in an ethical and professional manner. The Administrator is responsible for maintaining compliance with all applicable RCS policies and procedures Title 22 regulations Community Care Licensing standards as well as relevant federal state and local laws. A certified Administrator may oversee more than one licensed childrens residential facility subject to approval by the California Department of Social Services (CDSS).


Key Responsibilities:

Program & Clinical Oversight

  • Ensure services align with each youths individualized Needs & Services Plan and treatment goals.
  • Oversee implementation and documentation of therapeutic interventions behavioral plans and crisis responses.
  • Lead coordination of Child & Family Team (CFT) meetings and multidisciplinary collaboration.
  • Advocate for youth needs including education healthcare mental health and permanency planning.
  • Ensure compliance with youth rights Title 22 and agency standards.

Staff Supervision & Development

  • Supervise and support assigned staff including Therapeutic Coaches and Mental Health Support personnel.
  • Provide regular reflective supervision performance evaluations and corrective actions.
  • Ensure adequate staffing recreation schedules and consistent program delivery.
  • Conduct monthly one-on-one staff supervision to support performance and development.

Licensing Compliance & Youth Rights

  • Maintain compliance with Community Care Licensing (CCL) Title 22 and STRTP Interim Licensing Standards.
  • Oversee youth intake/discharge processes and ensure confidentiality of records (HIPAA compliant).
  • Respond to and investigate incidents ensuring timely submission of Special Incident Reports (SIRs).
  • Conduct regular facility audits to uphold safety compliance and licensing standards.

Certified Administrator Duties

  • Direct and evaluate facility operations within established policies and budget parameters.
  • Recruit train supervise and when necessary terminate staff.
  • Oversee continuous quality improvement through policy review and operational assessments.
  • Address and resolve complaints in accordance with regulations.
  • Participate in on-call rotation to provide after-hours support as needed.
  • Perform other administrative and operational duties as assigned.

Education & Qualifications:

  • A Bachelors degree (B.A.) from an accredited four-year college or university is strongly preferred. Candidates with an Associate degree (A.A.) accompanied by one to two years of relevant professional experience will also be considered. Alternatively a minimum of three to four years of progressively responsible experience in a related field or a combination of education and directly applicable work experience that demonstrates the required knowledge skills and abilities may be accepted in lieu of formal education.

Conditions of Employment:

  • Must possess a valid CA Drivers License current auto insurance and a clean DMV printout (no more than 3 points).
  • Must pass a clear background check with CACI DOJ & FBI.
  • CPR and First Aid Certified.
  • TB Exam and Physical at the time of employment.

Other Requirements

  • Driving is a required function of this position both company and personal vehicles. Employees must use a personal vehicle that meets all agency requirements including maintaining liability insurance that meets or exceeds state requirements.
  • Employees are responsible for ensuring the timely renewal of their vehicle insurance policies and providing updated documentation to the agency to remain in good standing and compliant with position requirements.

On-Call Rotation Responsibilities:

  • Participate in the programs on-call rotation.
  • Commit to a minimum of one weekend per month.
  • Sign and adhere to the on-call agreement.
  • Develop and maintain the on-call schedule for the program.

Training Provided:

  • Comprehensive onboarding including CPR/First Aid Crisis Communication/Pro-ACT Trauma-Informed Care Motivational Interviewing and Collaborative Problem Solving.
