Reentry and Restorative Process Specialist

This position co-coordinates the City of Burlington Community Justice Centers Reentry programming including the Circles of Support & Accountability program Resource Navigation and work in the Chittenden Regional Correctional Facility as a priority. / This position also includes assisting in the coordination of the adult restorative pre-charge and reparative restorative processes.

Remote Tier 3: Up to two(2) days remote/week

Reentry:

• Monitor and manage all referrals to Offender Reentry Program in collaboration with the reentry team.
• Plan implementation of 12 to 16 COSAs including outlines for: meeting Department of Corrections grant requirements adhering to victim safety protocol and any expectations laid out by the City of Burlington.
• Recruit screen train and match COSA volunteers with appropriate core members being mindful of creating a team with identities that will support and encourage growth and accessibility for the core member
• Collaborate with local and central office Department of Corrections staff to ensure timely and appropriate referrals for COSA
• Participate in weekly COSA meetings and meeting debriefs with volunteers.
• Attend monthly COSA case review meetings with Burlington Probation and Parole (BUPP) staff to review and discuss current COSAs and potential participants in program
• Meet with potential participants at the correctional facilities explain program expectations and benefits obtaining signed releases of information.
• Reach out to and develop working relationships with organizations who support the different identities living within Chittenden County to promote the services and volunteer opportunities of the program.
• Communicate regularly with the supervising Probation Officers of the participants
• Immediately report any violations of conditions of reentry program participants to the supervising Probation Officer and CJC supervisor.
• Participate in regional collaborative meetings with other reentry coordinators including periodic trainings offered to new volunteers

• Provide time-limited resource navigation support to individuals who are re-entering or have already released to the community including soft referrals to community-based resources including counseling substance use services community medical care food resources transportation basic needs
• Network with local community-based resources and services

• Present restorative justice workshops trainings and re-entry services in Chittenden Regional Correctional Facility
• Coordinate with Womens Honors Unit in planning facility-wide trainings
• Provide trainings on restorative justice to CRCF staff
• Assist in resolving conflict when appropriate.
• Periodically check in with case managers honors unit staff and facility superintendent regarding facility training needs for staff and individuals under supervision

• Provide staff support to the restorative justice processes including but not limited to: scheduling organizing and facilitating meetings supporting the participation of volunteers and following through on data and policy needs presented by the cases.
• Develop and maintain working relationships with relevant stakeholders including those in criminal-legal systems (Burlington UVM and Winooski Police departments States Attorneys Office VT Dept. of Corrections VT Center for Crime Victim Services) and community-based providers
• Support victims of crime and harm helping them navigate the criminal-legal system advocating for services when they experience barriers and connecting them to processes goods and services that will enhance their safety and lessen the impacts of their crime. Provide support and validation to affected parties whether or not they choose to participate in a restorative process.
• Support those who have caused harm by creating conditions that allow for them to take responsibility for their actions and to actively make amends using a restorative justice process.
• Provide trauma-informed culturally literate responses to the range of experiences participants impacted by and responsible for harm have lived determining each time which identities need to be present to support the conversation and process.
• Work in coordination with CJC and BPD-based Victim Services Specialists to integrate restorative processes when needed or appropriate.
• Stay current in practical knowledge of the theories practices and methodologies in the fields of restorative and transformative justice trauma-informed care leveling power dynamics and all matters related to equity justice and inclusion.

• Consistently ask who is not at the table and build in time to prioritize the voices that historically have been underrepresented centered or prioritized. Work to design for equity at all stages.
• Supervise or co-supervise any interns serving with the program this includes designing internship monitoring their work and case-load and holding regularly scheduled check-ins.
• Maintain records of services and deliver evaluations and service reports in a timely fashion.
• File monthly reports with Adult Restorative Services Manager and when appropriate directly to Dept. of Corrections.
• Share information with area service providers on the restorative justice program principals and build a network of community support
• Act as an Ambassador for the City carry out work and interact with co-workers and the public in respectful professional manner

• Demonstrated commitment to diversity equity and inclusion as evidenced by trainings and professional development both at the individual and organizational levels.
• Bachelors degree and two years of experience or four years of program coordination experience with a focus on restorative justice community development or related field.
• Demonstrated strong organizational coordination and group leadership skills.
• Preferred to have had experience with volunteerism (served as a volunteer recruiting or managing volunteers etc.)
• Believes in and values a restorative response to crime and conflict
• Explains information in a straightforward manner and varies language and communication style to meet the needs of the recipient; communicates skillfully on phone in person and in writing
• Remains calm in the presence of strong emotions from others while creating an atmosphere for problem solving
• Is discreet and maintains confidentiality regarding people and situations
• Is non-judgmental and tolerant of diverse opinions and lifestyles
• Basic working knowledge of the criminal legal system.
• Strong group facilitation skills.
• Ability to work with diverse coalitions various organizational culturesstate agencies non-profit organizations victim service providers faith-based organizations volunteers and families.
• High level of comfort working with those responsible for serious and violent crimes
• Ability to understand and demonstrate knowledge of community impact of crime and victim issues.
• Experience working with victims of crime with victims services and/or familiarity with victim rights and resources
• Early evening availability a must.
• Ability to work in a team environment while also working independently as necessary.
• High standards of confidentiality attention to detail record keeping and follow through required.
• Able to manage and grow programs and meet program requirements reports and deadlines.
• Computer literacy necessary. Proficiency in Microsoft Word Outlook Powerpoint and Excel preferred.
• Highly skilled at organizing work keeping track of details and following through all work to completion
• Valid drivers license and a means of transportation required.
• Ability to maintain clear and strong professional boundaries at all times
• Basic understanding of the impacts of trauma
• Basic understanding and comfort around a variety of mental health and substance use conditions
• Familiarity with Chittenden County resources a plus.
