JOB SUMMARY:
The Deputy Head of Operations (Central Operations) is responsible for overseeing the efficient and effective management of SCHs hub-sized offices (Kalay Myeik Sagaing and Taunggyi) cross-cutting service teams (Tele-Health Counseling Special Projects Private Sector Engagement Emergency Response) and leading strategic initiatives to drive innovation and operational excellence. This position supports the National Director by ensuring that SCHs operational strategies policies and procedures are effectively implemented at the hub level and that special projects are executed in a timely and effective manner.
DUTIES & RESPONSIBILITIES:
The duties and responsibilities of the Deputy Head of Operations include:
- Strategic Leadership and Innovation:
- Lead the design implementation and monitoring of innovative health services including tele-health and private sector engagement.
- Drive strategic initiatives that enhance service quality operational efficiency and client satisfaction.
- Identify pilot and scale innovative solutions to improve healthcare delivery and access.
- Conduct market analysis and stakeholder mapping to enhance private sector partnerships.
- Hub Operations Management:
- Lead and supervise Assistant Managers in Kalay Myeik Sagaing and Taunggyi ensuring efficient operational management.
- Oversee the implementation of standard operating procedures (SOPs) and ensure compliance with SCH policies.
- Conduct regular site visits to monitor hub performance and ensure quality service delivery.
- Cross-Cutting Services Supervision:
- Oversee specialized service teams (Tele-Health Counselling Special Projects Private Sector Engagement Emergency Response).
- Ensure that service teams are adequately staffed well-trained and supported in their roles.
- Monitor the quality of services provided by specialized teams ensuring alignment with SCH standards.
- Strategic Planning and Support:
- Assist the National Director in developing and executing hub-level strategic plans aligned with SCHs operational objectives.
- Analyze operational data to identify areas for improvement and propose action plans.

- Human Resource Management:
- Supervise and mentor Assistant Managers and cross-cutting service leads to promote strong leadership skills.
- Identify capacity gaps within hub and service teams and providing targeted training and mentorship as needed.
- Coordinate the onboarding and orientation for new staff within hub offices and service teams.
- Coordination and Communication:
- Serve as the primary point of contact between Assistant Managers private sector partners and SCH leadership.
- Facilitate effective coordination between hub offices field offices regional offices and private sector partners.
- Organize and lead regular coordination meetings with hub managers service leads and external partners.
- Resource Management and Budgeting:
- Manage budgets for hub operations cross-cutting services and innovation initiatives in coordination with the finance team.
- Optimize resource allocation to ensure efficient service delivery and support innovative solutions.
- Monitor and approve hub-level expenditures in line with SCHs financial policies.
- Reporting and Compliance:
- Compile and submit monthly and quarterly reports on hub performance service delivery and innovation outcomes.
- Ensure data accuracy compliance and confidentiality in all reports.
- Conduct periodic audits of hub and service team operations to ensure compliance.
Qualifications :
QUALIFICATIONS & KEY SKILLS
The qualifications and key skills required for the position of Deputy Head of Operations include;
- University degree in Business Management Public Health Healthcare Administration or a related field. M.B. B.S is a plus but not mandatory.
- Minimum of 3 - 5 years of experience in operations management including at least 3 years in a supervisory role.
- Proven track record in managing multi-site operations and cross-functional teams especially in healthcare NGOs or Community Health settings.
- Strong leadership strategic thinking and team management skills with experience in crisis management and conflict resolution.
- Excellent communication problem-solving and decision-making skills.
- Proficiency in Microsoft Office Suite (Word Excel PowerPoint) and data management systems.
- In-depth understanding of healthcare systems in Myanmar including community health tele-health and private sector engagement.
- Familiarity with healthcare regulatory policies primary healthcare and disaster response in healthcare settings.
