Controlling Energy Marshal is an assurance role that helps ensure vendors and contractors energy isolation program meets or exceeds company safety policy requirements as stood up by the authorizing energy marshal. Energy isolation management is a significant part of clients construction and commissioning efforts. To ensure focus and compliance for all aspects and types of energy isolation a Controlling Energy Marshal is required for each campus or project. This critical role implements learnings provides consistency and drives rigor into clients energy isolation program. Controlling Energy Marshal is a representative who oversees and assures the authorizing Energy Marshal (GC) and supplemental vendor support comply with the overall energy isolation program management on a data center construction campus.
- Act as an assurance role that helps ensure vendors and contractors energy isolation program meets or exceeds any Microsoft safety policy requirements and is stood up by the authorizing Energy Marshal.
- Utilize SPS-101 energy isolation SPS and SPS-101 energy isolation guidebook as the baseline and foundation of the energy isolation program that is implemented throughout the campus and project
- Establish and manage an energy isolation assurance process and work with site teams to close any gaps identified in assurance audits. Align checklist SPS-101 energy isolation is provided as a reference / guideline
- Participate in high risk activity (HRA) planning meetings associated with energy isolation
- Ensure approval process for proposed energy isolation procedures is in place
- Work with the authorizing energy marshal to establish an energy isolation permit process
- Ensures SOWs MOPs and scripts are reviewed and all sources of energy are identified
- Help determine if a group or individual LOTO will be required. Establish with the authorizing energy marshal a centralized LOTO with all site entities
- Ensure process is established that verifies qualifications training and PPE of personnel performing the work
Additional Deliverables:
- Energy isolation program plan: Commencement of energy isolation activities with updates throughout the project
- Communicates and provides guidance on SPS-101 energy isolation program documents
- Confirms authorizing and performing roles are in place
- Establishes acceptance criteria for authorizing authoritys site energy isolation plan
- Energy isolation assurance:
- Audits and findings to include inspections issues deficiencies and best practices within energy isolation program
- Energy isolation reports: Monthly
- Report highlighting activities and general status of energy isolation program
- Delegate alternates that are qualified to assume role during multi-shift and peak energization time frames
- Liaise Microsoft operations where energy isolation activities may potentially impact data center core operations.
- Act in coordination with the authorizing energy marshal as a subject matter expert in all energy isolation incident investigations in area of responsibility
- Serve as an independent authority for stopping all unsafe work practices regarding energy isolation
Qualifications :
- Experience in construction and commissioning standards and practices
- Proven ability to interact with teams and implement improvements
- Construction Controlling Energy Marshal
- Ability to effectively communicate complex technical solutions and concepts to engineers and non-engineers
- Ability to audit site practices against written standards as part of assurance role
- Strong ability to interpret line drawings and system redundancies to ensure design of LOTO systems is 100% effective and in compliance with Microsoft standards
- Familiar with multiple sources of energy in data center construction with emphasis on electrical
- College/university/professional degree in Electrical Industrial Process Engineering or related work experience
- Minimum of 7 years professional experience
- 5 years of experience with industrial or commercial field engineering in mission critical facilities and electrical infrastructures
- 3 years of experience developing and supporting programs in electrical safety in alignment with NFPA70E National Electrical Code (NEC)NOM-001 and OSHA requirements as it relates to Data Centre best practices
- 3 years of experience in the Control of Hazardous Energy in complex mission critical infrastructure
- Strong experience with the operation and maintenance of building MEP systems. (Power distribution lighting grounding fire alarm security life safety and controls systems)
- Established understanding of electrical theory and practical application via your maintenance & operation of critical electrical equipment. (Paralleling switchgear redundant UPS systems DC battery strings multi-source electrical utility switchgear standby diesel generators etc.)
- Knowledge of construction techniques terminology and documentation (Your ability to interpret blueprints electrical one-lines construction drawings etc.)
- Practical experience with building management systems and automation controls & frameworks
