The North Carolina Department of Revenue is recruiting for a Knowledge Specialist in our Submissions Processing Division (SPD). To support the tax laws of North Carolina the mission SPD is to receive and process taxpayer submissions consistently efficiently and effectively while ensuring the confidentiality and integrity of that data. Our vision is to be a division that meets its quality targets sets a high standard for other Divisions and leads innovation for the Agency. The submissions processed annually by SPD account for well over 90% of total revenues collected and more than 11 million tax returns processed by the Agency.

This position requires a thorough knowledge of services policies and procedures related to Knowledge Management (KM). The candidate will need to demonstrate and apply KM knowledge in compiling assimilating and organizing a large volume of electronic information. The candidate selected will work with division subject matter experts (SMEs) to understand business processes at a level sufficient to ensure outcomes of audience-appropriate knowledge documents and will identify and understand issues problems and opportunities and use innovative effective approaches to identify options for solutions. The selected candidate will present ideas clearly and effectively in written form using a variety of media; and adjust language or terminology to meet the needs of the target audience. This position works in team settings with limited supervision and is fully remote.

Knowledge Skills and Abilities / Competencies

  • Experience collaborating with subject matter experts to understand business processes and ensure specialized topics are appropriately described
  • Experience researching and analyzing information required for development and/or update of policies procedures and instructions
  • Demonstrated experience creating and editing content in a structured format focusing on accurate and clear information
  • Experience with Microsoft suites Excel PowerPoint and Word and with large volumes of electronic records
Management Preference:
Moderate level experience with ServiceNow

Minimum Education and Experience Requirements

High school diploma or General Educational Development (GED) diploma and four years of related administrative experience; or equivalent combination of education and experience.
