Main Responsibilities
The Procurement & Finance Programme Manager will manage and oversee the financial administrative procurement and contracts operations of the SFL Programme across Suriname and Guyana ensuring efficient management of resources compliance with financial regulations and support.
Major Duties
Procurement Management
- Lead the development and execution of the programmes procurement plan in accordance with AFD guidelines and WWF policies.
- Conduct procurement of goods works and services in line with EU/AFD policies.
- Update the Programme Operations Manual and ensure these are in compliance with AFD and WWF Policies.
- Monitor procurement timelines to support project implementation schedules.
- Provide regular procurement updates requests NO Objections and contribute to donor reports in compliance with WWF and AFD standards.
- Provide technical advice on procurement activities review and support SFL grantees with their procurement plan.
- Ensure procurement activities adhere to WWFs environmental and social safeguards.
Programme Financial & Administrative Management
- Ensure compliance with the financial regulations of WWF and donor agreements and requirements.
- Develop and manage annual budgets and financial plans.
- Monitor and report on financial performance including monthly quarterly and annual statements and hold regular meetings with SFL team and F & A Manager WWF-Guianas to discuss progress on the project.
- Work closely with F & A team and ensure that the SFL data (accounting and Contract Management) are correctly entered in the Accounting system and Smart Simple.
- Oversee financial audits and implement recommendations.
- Manage cash flow and financial forecasting and timely request replenishment of funds from AFD
- Assist in delivering financial reporting requirements for all programme phases.
- Track financial programme execution for schedule and budget through milestones budget allocations and expenditure control.
- Ensure efficient administrative processes and systems.
- Maintain accurate records and documentation according to WWF and AFD Policies.
Contracts Management
- Oversee grant administration and management ensuring contracts are in compliance with WWF and donor requirements and ensure donor requirements are flow down in the subrecipients contracts.
- Ensure agreements technical financial and other deliverables are created managed and uploaded in Smart Simple.
- Monitor grant expenditures and ensure accurate financial reporting.
- Review grant reports including financial statements and progress updates.
- Coordinate with programme staff to align grant budget and expenditure with programme costed workplan and goals.
- Conduct regular reviews of grant performance and provide recommendations.
- Ensure contract data is accurately presented in the financial information through monthly meetings with the accounting department.
- Conduct regular training and meetings with grantees and conduct spot-checks
- Oversee records of grant activities vs expenditure for audit purposes.
- Manage contracts and agreements with partners vendors and service providers.
Safeguards Compliance and Risk Management
- Ensure adherence to internal policies and external regulations including the social and environmental safeguards.
- Identify and mitigate financial administrative procurement and grant management risks.
- Implement and monitor internal controls.
Other Duties
- Perform additional tasks assigned by the supervisor.
- Set up a clear digital documentation storage system for audit purposes.
Qualifications :
- Min. Masters degree in Finance Accounting Business Administration or a related field.
- At least five (05) years of relevant professional experience preferably within the NGO sector.
- Strong knowledge of financial regulations and compliance requirements.
- Proven experience in budgeting financial analysis and reporting along with expertise in procurement management vendor relations and grant management including donor reporting.
- Proven experience with international donors and preferably AFD EU (or comparable) (procurement) policies.
- Proven capacity to lead with excellent communication and organizational skills and strong leadership and coaching abilities.
- Excellent computer skills including experience with Microsoft Office.
- Excellent oral and written communication skills in Dutch and English and Sranan Tongo is an asset.

Internal
The Procurement & Finance Programme Manager will work under the supervision of the International Programme Manager SFL and in close collaboration with the Finance & Operations Manager WWF-Guianas.
The Procurement & Finance Programme Manager will supervise the SFL work of the Finance Officers in Suriname & Guyana and will collaborate with WWFs management technical and operation team members across Suriname and Guyana and with other Network Offices.
External
Private sector local communities stakeholders government agencies and public authorities and their associations CBOs and CSOs.
