About this Job

Office of the Secretary Fiscal Services Division

The Office of the Secretary (OS) is responsible for providing quality fiscal human resources and administrative services to ensure the achievement of the mission and objectives of the Department of Energy and Natural Resources (DENR).


The Fiscal Services Division of the Office of the Secretary provides complete financial management services for the various offices that make up DENR constituting four separate budget units. Its functions include annual budget preparation maintaining accounts reflecting the departments revenues received and costs incurred and providing financial management reports and advice.

Managing Budgets: The ability to be a good steward of state resources by effectively managing allocated funds.
Using Data: The ability to use relevant and valid data to inform a recommendation for action.
Working with Financial Information: The ability to use financial data to guide drive and convey the financial standing and/or outlook of an organization.

Minimum Qualifications

Three years of experience in budget development or analysis accounting auditing policy planning procurement contracts or grants management project management statistical analysis or financial services; OR

Six years of full-time work experience in any field; OR

A bachelors degree.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:


LOCATION AND POSITION:

This position is located in the Fiscal Division within the Office of the Secretary in Baton Rouge LA and is under the supervision of the Accountant Manager position is responsible for performance of duties relate to budget development expenditure control financial and federal analysis and reporting and interagency and other billings for one or more agencies of the department. The incumbent is a technical specialist for the agency that they are assigned. Independent judgment is required with minimal supervision from the Accountant Manager 3. Overtime work may be required during peak and responsibilities include but are not limited to the following:

  • Prepares annual budget request and tracks progress through the appropriation process.
  • Analyzes the budget information and prepares budget for assigned offices within DENR.
  • Maintains spreadsheets of each office budget requests as submitted to the Office of Planning and Budget (OPB).
  • Provides budgetary and fiscal support to Grant Accountants and Program Managers for assigned agencies/grants.
  • Reviews and authorizes all requests for the purchase of goods and/or services prepares BA-22 Requests for Contracts and/or proposals after performing a coast analysis.
  • Monitors cash on a daily basis and completes fund loans and cash transfers as needed to ensure invoices are paid timely.
  • Responsible for the preparation of the departments Indirect Cost Proposals.
  • Provides a wide variety of management reports to the Secretary Legislature Division of Administration Legislative and Senate Fiscal Offices Office of Planning and Budget and other parties as needed.
  • Assists with the creation of new and revised written policies and procedures for the Budget section.
  • Other duties as assigned.
