TITLE:Capital Projects and Operations Accountant
POSTION TYPE: Specialist
HIRING SPECIFICATIONS:
Required:
1. Bachelors degree in accounting or equivalent business degree.
2. Three or more years of experience with general ledger and financial reporting.
Desired:
1. Experience with governmental / fund accounting.
2. CPA Certificate or masters degree in accounting business or public administration.
3. School Business Official license by the Iowa Board of Educational Examiners or willingness to obtain.
Skills Knowledge and Abilities:
1. Knowledge of and extensive practice in Microsoft software including Word Excel Access and Outlook.
2. The ability to multi-task during various business cycles.
3. Experience with Business Plus or similar ERP system.
4. Competency working in a culturally diverse environment or the willingness to acquire these skills.
BASIC FUNCTION:
The primary function of this position is to analyze accounting transactions and balances to ensure that transactions are properly recorded and comply with the rules and regulations set forth by the Department of Education and other regulatory agencies and in support of the Districts mission. This position will also be responsible for identifying and communicating programmatic and systematic inefficiencies and assisting in improving those areas in a timely and effective manner. This position requires continuous use of independent judgment. The essential functions as shown below represent only the key areas of responsibility; specific position requirements will vary depending on the needs of the Business & Finance Department.
ESSENTIAL FUNCTIONS:
1. Responsible for developing budgets and monitoring and reviewing activity for the Capital Project funds (PPEL PERL and SAVE) Operations Facilities and Community Education Departments.
2. Track and reconcile contractor and architect pay applications and retainage for capital projects.
3. Manage the financial aspects of large-scale long-term projects such as construction or renovations ensuring accurate tracking reporting and adherence to budgets.
4. Collaborate with Operations staff and other stakeholders to provide financial insights and support decision-making throughout the project lifecycle.
5. Manage the fixed asset subledger in the ERP system. Capitalize qualifying assets process monthly depreciation reconcile the year-end roll forward for the external audit and ACFR.
6. Review of capital projects and operating accounts to capitalize/expense assets disposal and timely recording of assets.
7. Ensure the proper accounting entries are prepared for assets sold disposed of or deemed obsolete.
8. Analyze accounting data in the fixed asset subledger and general ledger to review and highlight variances trends exceptions and discrepancies taking action as appropriate
9. Collect and submit accurate data for responsible areas for Key Performance Indicators as a part of the Council of the Great City Schools as scheduled.
10. Prepare accurate and timely interim and final financial reports preparing adjusting journal entries for various programs supported by this position as needed.
11. Prepare ad hoc reports and communicate those results to management.
12. Ensure compliance with state and federal reporting for responsible areas including the Certified Annual Report (CAR) and the Annual Comprehensive Financial Report (ACFR).
13. Receive research prepare and communicate information requests to appropriate business office and/or district staff.
14. Actively participate in team meetings and projects and provide relevant and value-added discussion and feedback.
15. Participate in professional development opportunities for continued learning of school business accounting issues including research and solutions for best practices.
16. Respond in a timely manner to inquiries from other district employees.
17. Implement and lead with continuous improvement practices for the department and district.
18. Complete special projects as assigned.
19. Review and approve adjusting journal entries prepared by other staff accountants and district personnel.
20. Communicates effectively both verbally and in writing.
