The Department
Fremont Police Departmentis the law enforcement agency for the City of Fremont California. As of 2025 the department consists of over 300 staff of which more than 200 are sworn personnel and more than 100 are professional staff.Fremont Police Department was first established under the direction of Chief Richard E. Condon on July 1 1958. At that time it was staffed by one Lieutenant three Sergeants two investigators one juvenile officer 17 patrol officers a secretary and a clerk. By the end of 1958 there were a total of 25 officers serving a population of 29000 people in the City of Fremont. In 1966 Fremont PD grew to 82 officers serving a population of 88000. The department continues to grow as demand for services increased. Today Fremont Police Department is one of the most reputable police agencies in the State serving the 4th largest city in the Bay Area.

Definition
Position exists in a variety of departments. Not all functions are essential in all departments depending on department needs.
Monitors administers and coordinates the preparation of divisional/departmental budgets.
Participates in the budget review process.
Administers department/division payroll/personnel/purchasing processes.
Participates in financial management activities.
Conducts research.
Prepares special reports.
Administers assigned programs such as the internal Hazardous Materials Program and the Volunteer Program.
Conducts organizational operational and fiscal analysis studies.
Provides staff support to public boards commissions and meetings.
Researches and responds to public complaints and inquiries.
Studies designs and implements administrative systems and procedures.
Establishes and maintains interdepartmental and/or interagency communications.
Coordinates the establishment of interagency programs and projects.
Performs legislative and statistical analysis.
Prepares specifications requests proposals negotiates and monitors contracts.
Prepares public notices and news releases.
Participates in the implementation of the Citys Affirmative Action Plan.
May lead the work of other professional staff.
Conducts surveys.
May supervise clerical and technical support staff.
Provides technical training as required.

Knowledge Skills and Abilities
Knowledge of: Principles and practices of supervision.
Ability to: Plan organize and administer programs and/or projects; conduct organizational operational fiscal and statistical analysis; employ theories of group dynamics; make presentations; communicate effectively both verbally and in writing; develop and maintain effective working relationships with people from a variety of ethnic and socio-economic groups; develop for recommendation programs procedures organizational structures operational guidelines and implement same as directed.
Incumbents must possess the physical and mental capacity to work under the conditions described in this document and to perform the duties required by their assigned position.
Education/Experience
Any combination of education and/or experience that has provided the knowledge and skills necessary to satisfactory job performance would be qualifying. A typical way to obtain the required knowledge and skills would be: a Bachelors degree in public administration business administration finance economics or a related field and three (3) years progressively responsible professional level organizational administration and/or operational support duties; a Masters degree in one of the fields listed above may be substituted for one (1) years experience.
Licenses/Certificates/Special Requirements
This classification requires the ability to travel independently within and outside City limits and possession of a Class C California drivers license. Failure to maintain this license will result in discipline up to and including termination.
