Job Description

Description
Delivers in a multi-disciplined matrix team accountable for services within I and amp;IT Program Management Office aimed at managing and measuring the effectiveness of I and amp;IT as a business. Reporting to the Senior Manager of I and amp;IT PMO this role will be responsible for project governance controls and progress reporting risk and amp; compliance reporting change management strategic communications financial tracking and amp; reporting and the development and optimization of PMO processes methodologies and templates. and nbsp; and nbsp;


KEY CONTRIBUTIONS

Functional/Technical:
  • Promotes the implementation and governance of PMO frameworks policies processes and software/tools through the development of action plans effective communication strategies change management performance measurement and tracking and reporting.
  • Lead the analysis of PMO functions processes and tools to ensure continuous improvement incorporation of stakeholder feedback and the maturation of I and amp;IT PMO
  • Defines documents reports upon and evolves key performance indicators (KPIs) aimed at measuring and monitoring the I and amp;IT business unit
  • Support the development of and monitor progress of the operating plan for the Program Management office
  • Participates in the maintenance and delivery of all enterprise reporting requirements including monthly project reporting packages to SMT. and nbsp;Tracks and monitors actions and commitments as appropriate. and nbsp; and nbsp;
  • Prepare gather and maintain KPI and financial records related to project delivery and business benefits realization as defined by the product roadmaps. and nbsp;
  • Analyze and maintain I and amp;IT headcount and vacancy reporting and reconciles discrepancies. and nbsp; and nbsp;
  • Tracks I and amp;IT-related procurement activities and support the initiation of procurement projects in strategy preparation and nbsp;
  • Monitors the staff augmentation program and platform for I and amp;IT by working collaboratively with I and amp;IT hiring managers and platform vendor and coordinates hiring and onboarding requests
  • Manages the staff augmentation reporting process ensuring timely high-quality standardized and consistent documentation is provided for executive review
  • Leads the I and amp;IT PMO Project Status Tracker Enterprise Risk and the Project Level Risk Register tools and reporting processes by ensuring efficiency and accuracy of information developing related communications provide training of tool use and reporting processes and enhancements

Customer/Stakeholder:
  • Supports the team in the management of strategic communications ensuring alignment with Metrolinx enterprise standards and direction; including presenting in current forums such as I and amp;IT Festival HVP Meeting Red/Yellow meetings and I and amp;IT team meetings. and nbsp;
  • Partners with diverse stakeholders to gather data needed for effective evidence informed decision making with the aim of maximizing the performance of I and amp;IT;
  • Cultivates strong relationships across I and amp;IT and Metrolinx business units and business leaders to manage and execute reporting needs as they may arise; and nbsp; and nbsp;

Operational Excellence:
  • Maintain operational excellence of the I and amp;IT PMO by promoting best practices and techniques for program and project management controls communication key performance metrics and portfolio management and nbsp;
  • Proactively identifies opportunities and prepares plans to address gaps and nbsp;or to streamline existing processes and workflows
  • Promotes innovation and encourages the adoption of best practices based on industry and business knowledge while ensuring stability to operational integrity
  • Researches and documents best practices and participates in updating procedures guidelines and process changes to ensure team efficiency

Performance Reporting:
  • Liaise with I and amp;IT management to develop analyze measure and report on I and amp;IT PMO key performance indicators (BIPs and amp; KPIs) for product and services functional areas and manages the central consolidation analysis and reporting of performance outcomes against budgets and plans. and nbsp;
  • Provides input to support maintenance and continuous improvement of I and amp;ITs internal and enterprise reporting (KPIs dashboards ad hoc reporting) and nbsp;
  • Develops periodic and ad hoc performance reporting packages including scorecards and relevant dashboards to provide insights into I and amp;IT performance;
  • Supports the compilation tracking and reporting of audit findings within I and amp;IT ensuring that progress is being made towards closing gaps
  • Provides Project Management oversight and governance including consistency of processes across I and amp;IT with appropriate risk management practices in place and nbsp;
  • Support effective project delivery by continuing to track and report on project portfolio status and reporting compliance

Financial Stewardship:
  • Assist in the management of strategic annual operating and capital budgets including alignment to I and amp;IT budget and tracking of all business benefits. and nbsp;
  • Supports the readiness process of capital funding submission requests to the Investment Panel and tracks monitors and reports on timing of capital investment submissions and nbsp; and nbsp;

People Leadership:
  • Assists in operational rollout including user and support training and change management.
  • Develops project plans reports and presentations in the preparation of team functions and deliverables and nbsp;
  • Works well with both technical and non-technical resources across I and amp;IT.
  • Acts like a PMO champion and thrives when empowered to take the lead going above and beyond to deliver results.
  • Has very strong situational awareness and focus on continual improvement empowerment and increasing transparency.
  • Active participation in communication of daily/weekly status risks issues roadblocks resolution and amp; escalation
  • Provides leadership coaching guidance and direction to team members.
  • Promotes Metrolinxs values and core competences especially in dealings with external partners and in the handling of sensitive and confidential information. and nbsp;

Education:
  • Completion of a (degree or diploma) in Business Administration or Information Systems or a related discipline or a combination of education training and experience deemed equivalent and nbsp;

Experience:
  • Minimum six 6 years of demonstrated experience in Project Management and/or Change Management roles preferably in Information Technology planning or other related discipline
  • Experienced in facilitation conflict resolution influencing executive communication and stakeholder management.

Certifications or Designations: and nbsp;
  • Six Sigma is an asset
  • CPA CA or CMA is required
  • Project Management Professional (PMP) or PRINCE2 is an asset and nbsp;
  • Agile certification (Agile Certified Professional Certified Scrum Product Owner) is an asset. and nbsp;
  • ITIL Foundations is an asset. and nbsp;
  • PROSCI certification an asset and nbsp;

Technical Competencies
  • Experience acting in advisor capacity to senior leadership and ability to secure the necessary support to advance initiatives including IT strategic business and risk management; and nbsp;
  • Understands key financial processes / concepts such as: business planning budgeting financial modeling ROI development value for money analysis and multi-year financial forecasting; and nbsp;
  • Experience with assessing business benefits costs and risks on multiple types of projects; and nbsp;
  • Participates in budget development and management processes (annual and long-term budgets); and nbsp;
  • Demonstrates project management principles and practices including budget and schedule controls to lead and direct cross functional teams and consultants engaged in simultaneous projects (i.e. development project progress) and monitor project activities for adherence to timelines budgets and project performance objectives; and nbsp;
  • Collaboration partnership building and negotiation skills to effectively advance the Program Management Office and I and amp;IT agenda. and nbsp; and nbsp;
  • Experience with PowerBI PowerApps business process analysis Visio PowerPoint MS standard tools)
  • Interpersonal oral/written/presentation communications skills to document and present business needs specifications reports project documents and implementation plans

Must Haves:
  • 6 years of demonstrated experience in Project Management and/or Change Management roles preferably in Information Technology planning or other related discipline
  • CPA CA or CMA certification
