Description

The Engagement Services Manager is responsible for the design development evaluation and coordination of the Day Program dropin services. This includes managing the orientation of youth to resources and youth engagement in dropin and outreach activities. The Engagement Services Manager will help youth access the resources build the skills and access the other supports needed to progress toward stability and community engagement.

The Engagement Services Manager is responsible for the design development evaluation and coordination of the following programs:

  • Day Program and all safety services offered including:
    • Youth orientation and engagement into the Multnomah County Homeless Youth Continuum and other runaway and homeless youth resources
    • Activities offered in the dropin
    • Collaborating with the waiting list for Assertive Engagement (case management);
  • Stationary Outreach activities; and
  • Other projects related to group activity or engagement services.

The Youth Department Manager: Engagement Services is responsible to:

  • Hire train and supervise program staff.
  • Provide support for individual and group services to program participants.
  • Work with staff to develop a schedule of resource and activity services for youth 9 a.m. 6 p.m. Monday through Friday and 16 p.m. Sunday with some 68 pm coverage during severe weather.
  • Ensure adequate staffing of programs and program activities.
  • Ensure quality provision of a range of basic needs resources individual supports resources access and skill building activity options for youth.
  • Develop and sustain effective working relationships with partners and other community organizations.
  • Integrate the program offerings with other Youth Department and agency services and community resources when possible.
  • Provide crisis response and support for other crisis responders.
  • Monitor budgets and complete reporting in a timely manner; or delegate as appropriate.
  • Serve as a member of the Youth Department Leadership team and other agency committees to integrate programs and coordinate services.

Responsibilities:

Supervision and Training

  • Provide adequate orientation and training for all program staff interns and volunteers.
  • Assess the training needs of program staff and arrange to meet these needs in collaboration with the Youth Department Director.
  • Establish and facilitate effective communication with staff. This includes being a conduit of information between program staff and the Department Director as well as updating program staff on resources referrals and other information needed to perform their job responsibilities.
  • Provide supervision to all program staff interns contract staff kitchen staff and volunteers.
  • Facilitate a selfmanaging team with effective and empowered teamwork among all program staff.
  • Assist in generating and updating staff job descriptions and evaluating the effectiveness and comprehensiveness of the job descriptions.
  • Generate and update volunteer job descriptions and coordinate volunteer recruiting and training with agency wide efforts.
  • Provide performance feedback to program staff throughout the year and at introductory and annual performance reviews.
  • Ensure effective facilitation of team meetings including staffing of clients.
  • Develop and implement processes to recognize staff for their accomplishments and to support them in their job stresses and selfcare strategies.
  • Develop and conduct trainings relevant to staff professional development including assisting in facilitation of established Outside In trainings.

Scheduling

  • Ensure adequate regular program coverage.
  • Work with team to ensure basic coverage when staff are out for planned or unplanned absences.

Program Planning

  • Plan services as well as improvements for programs to meet the desired outcomes stated in contracts.
  • Evaluate on a regular basis (at least quarterly) program service effectiveness at achieving contracted outcomes.
  • Ensure that program supplies including client assistance supplies and other equipment/materials are available to staff as needed.
  • Monitor and disburse as needed resources accessed through the program.
  • Work with the team of program staff to evaluate team function and implement program changes.
  • Participate in both overall agency planning and community planning including coordination and integration of program elements.

Program and System Coordination

  • Participate in regular Department Program Continuum and Community Meetings.
  • Assist in facilitation of Department and Program Meetings.
  • Support youth plans as created with various staff throughout the Youth Department.
  • Support program staff in maintaining a healthy program environment and building youth life skills.
  • Build a coordinated team of staff working in the Day Program and related group/activity programs.
  • Develop and maintain an effective waiting list system for youth interested in Case Management.
  • Assist in coordinating the teamwork of Day Program and Case Management staff who assure the youth Assessment and assignment process operates smoothly.
  • Share information about interventions with youths Case Manager and Contact Person when appropriate; participate in case planning to manage future crises when possible.
  • Ensure integration of recoveryoriented (MH and SUD support and treatment) services
  • Coordinate with other Youth Department programs and the Clinic to support smooth coordination of services for youth.
  • Coordinate with agency and community resources to remove barriers and enhance youths opportunities for success.
  • Represent Outside In the program and client needs at interagency meetings.
  • Work with agency staff to coordinate and integrate program services throughout the agency.
  • Work with staff and community members to integrate program services into the community and its resources.

Policy and Procedure Development and Update

  • Assist in developing updating and maintaining program expectations and operational policies and procedures for the program.
  • Review safety practices in the program with the Youth Department Director other members of the Youth Department Leadership Team and the Agencys Safety Committee to ensure that safety standards are met and maintained.

Crisis Counseling

  • Provide crisis counseling services to clients as needed.
  • Share information about each intervention with the clients Case Manager and/or Contact Person when appropriate and participate in case planning to manage future crises when possible.
  • Utilize harm reduction motivational interviewing/stages of change traumainformed care and youth development philosophies in problemsolving to help clients identify healthier options.
  • Coordinate with Outside In recoveryoriented and treatment resources and Multnomah County crisis services as needed.
  • Facilitate reentry meetings for youth as needed.

Support Youth Participants

  • Build positive relationships with youth through role modeling.
  • Provide backup support to staff in interacting with youth and addressing youth needs and concerns.
  • Be available on site to youth participants of the program as needed which includes some evening and weekend hours to accommodate the program schedule.
  • Participate in crisis planning and crisis intervention which may include after hours contact on an as needed basis.
  • Provide support for youth to accomplish the goals identified in their Service Plan or other individual goal plans.
  • Assist staff in monitoring youth compliance with program agreements.
  • Initiate and monitor participant consequences including exclusions as needed.
  • Facilitate groups as needed on relevant topics (youth selfgovernance conflict resolution etc.).
  • Support youth development model with regular Youth Forum meetings.
  • Assist in designing updating and monitoring activity programming that supports youth interests life skills development and building employment and education related skills.
  • Coordinate with agency supports to maximize youth access to skill building resources.
  • Support youth in developing constructive use of time through community involvement healthy recreation etc.

Youth Involvement

  • Involve and empower youth participants in generating community within the Youth Department.
  • Support youth generated activities and governance.
  • Respond in a timely and respectful manner to all youth requests.

Program Operation & Budget Management

  • Assist in providing material and operational support in programs.
  • Ensure that program supply needs are sought in the most costeffective manner.
  • Ensure program supply inventory is stored in an organized fashion.
  • Coordinate with the Facilities Director and maintenance personnel to ensure smooth operation of the program including maintenance and basic upkeep of the program space.
  • Encourage youth involvement in maintaining the program space as much as possible.
  • Monitor program budgets.
  • Approve requested expenditures within available budget.
  • Assist in annual budget planning process.

Data Reporting & Service Documentation

  • Maintain accurate and timely documentation of all services and interventions.
  • Work with staff to ensure that services are documented to meet all program and funder requirements.
  • Complete all required reports in a thorough and timely manner.

  • Thorough knowledge and understanding of adolescent development Trauma Informed Care Stages of Change Theory and harm reduction.

Education and Experience Minimum Qualifications

  • At least 2 years supervisory/program coordination experience required.
  • At least 4 years relevant experience working with homeless populations adolescents and/or people with mental health and substance use concerns required.
  • BA/BS preferred.
  • Excellent communication crisis intervention professional boundaries and organizational skills required.
  • Current valid drivers license required.

Preferred skills education and experience preferred Qualifications

  • Bilingual English/Spanish preferred
  • Experience working with underserved populations preferred
  • Experience working in a kitchen or food program preferred.
  • Experience providing mental health or cooccurring disorders counseling/treatment preferred.
  • Experience with relevant treatment models such as Motivational Interviewing or Harm Reduction Therapy preferred.
  • Oregon Food Handlers card preferred.

Working Conditions

This job includes working in a standard office environment dropin program and kitchen as well as a variety of community locations to support effective operations of the Day Program. This means that the employee will meet in a variety of partner service locations and in other community. The employee will may be responsible for transporting participants in a rented vehicle when needed.

Physical Requirements

This job requires regular sitting standing walking talking seeing and hearing. The employee frequently is required to use hands and fingers to type answer phones and forward calls. The employee is occasionally required to stand and walk. The employee must frequently lift and/or move up to 20 pounds.
