Job Duties
The primary purpose of the Policy Analyst (FOIA) is to analyze complex requests and coordinate the timely completion in compliance with the Freedom of Information Act. Serves as a FOIA subject matter expert and resource for office staff. Serves as a team member that provides office FOIA training and answers questions ensuring compliance with request. May develop and distribute training material. May be called upon to coordinate with other office and Agency staff to respond to media inquiries.
The secondary purpose as needed and as primary duties allow is to analyze policy legislation regulations for application and assessment of operational and/or service impact. Supports policy planning efforts collaborates with stakeholders to develop procedures and contributes to ongoing policy analysis and communication. Compiles and reports on statistics related to evaluating various programs manages statistical systems. Performs analysis and impact assessment that includes budget issues. Conducts follow up evaluations of studies.
May also be called upon (as needed and as primary duties allow) to develop and/or implement records retention transfer and destruction policies practices and protocols for the office.

Minimum Qualifications
Experience planning organizing and conducting meetings; communicates effectively
Experience in policy research quantitative and qualitative data analyses data visualization techniques and presenting findings/recommendations
Ability to collect analyze interpret data
Ability to apply analytical results to the development of policy proposals
Knowledge of the Virginia FOIA statute including provisions concerning Process Deadlines Permissible Responses Exemptions Charges to Recover Reasonable Costs
Ability to identify necessary documents responsive to a FOIA request
Ability to navigate and use automated system to route FOIA requests
Strong writing editing and coordination skills with the ability to prioritize and multitask across projects
Working knowledge of Microsoft Office Suite
Knowledge of federal state and local policy development structure processes and stakeholders
Additional Considerations
Knowledge of Code of Virginia provisions concerning VDH and public health including different types of confidential information including personal health information
Knowledge of Virginia statutory and regulatory requirement for maintenance and destruction of official records
Experience developing and coordinating responses to media inquiries
