Purpose of Job
The purpose of this job is to conduct various types of budgeting strategic analytical and financial duties of the Transportation & Public Works Department. Analyzes management and department data procedures operating systems and financial policies and procedures in order to identify any redundancies and assess efficiencies; develops tracks and updates performance and tasks measures; prepares and monitors annual operating and capital budgets; acts as a liaison among departments government public and other stakeholders; serves as contract administrator for capital projects; researches grant funding opportunities; develops public engagement communication and events; assists with strategic planning; and performs additional tasks as assigned.

Job Related Requirements
Work Schedule:Monday Friday 8:00 am to 5:00 pm. Occasional evenings and weekends as needed for special event support.

May be required to work on religious holidays.

Regular and predictable attendance is required.

Must work cooperatively with others.

Must work independently with limited direct oversight from the Director.

When requirements include vehicle operation responsible for the safety readiness and operation of the vehicle and must abide by ACCs safe driving policy.

Minimum Training & Experience Required to Perform Essential Job Functions

Bachelors degree in Public/Business Administration Accounting Management Finance or a related discipline required with three years of management analysis auditing budgeting accounting or related experience required; or any equivalent combination of education training and experience which provides the requisite knowledge skills and abilities for this position.

Masters Degree preferred.

Must possess a valid drivers license.

Essential Duties Responsibilities


Assists staff governmental employees elected officials and the public by researching and providing information for various purposes and for inquiries into governmental or Departmental activities permit requirements programs functions or events; may represent department on various committees/boards such as Road Safety Audit Team.

Reviews researches prioritizes and forwards Commissioner and citizen work requests to appropriate staff; reviews staff responses and provides updates to Clerk of Commission or other appropriate staff.

Researches opportunities for and submits program and project accomplishments for recognition or certification including APWA BFC Program and others.

Oversees development of the Departments annual work plan and publication of biannual report.

Interviews and observes the work of employees at all levels of the Department to gain an understanding of the work performed to analyze tasks to review processes and to develop recommendations for improvement.

Prepares reports and presentations concerning Capital and SPLOSTfunded projects departmental programs and operations and detail findings and recommendations on staffing levels organization and resource deployment for the Director.

Performs other related duties as required.

Knowledge Skills and Abilities
Knowledge of the policies procedures and activities of the Transportation & Public Works Department as they pertain to the performance of duties relating to the position.

Knowledge of the management operations and functions of the department; organizational structure; and departmental practices policies and procedures as necessary in the completion of daily responsibilities.

Knowledge of all applicable laws ordinances policies standards and regulations pertaining to the specific duties and responsibilities of the position.

Knowledge of departmental management practices and various analytical techniques.

Knowledge of and proficient with the use of computers and software related to the position.

Ability to communicate and interact effectively with supervisors management other staff members elected officials and personnel at all levels of government.

Ability to organize and maintain an assortment of records and information in an effective manner and according to departmental and/or governmental regulations.

Ability to assemble information and make written reports and documents in a concise clear and effective manner.

Ability to use independent judgment in routine and nonroutine situations.

Ability to comprehend interpret and apply regulations procedures and related information.

Ability to handle the required mathematical calculations using statistical data.

Ability to plan organize and/or prioritize daily assignments and work activities.

Ability to develop and implement longterm goals for the department in order to promote effectiveness and efficiency.

Ability to use independent judgment and discretion in managing subordinates including the handling of emergency situations determining and deciding upon procedures to be implemented setting priorities maintaining standards and resolving problems.

Ability to utilize financial reports budget documents organizational charts state and local codes ordinances and standards in the performance of management reviews.

Ability to use extensive judgment in interpreting data obtained from reports work logs surveys work samples and personal interviews in maintaining standards and in addressing problems.

Ability to use calculators photocopier and facsimile machines computer projector and other office equipment.

(ADA) MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS

PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment including a computer printer calculator copy and facsimile machines telephone and other office equipment. Must be able to use body members to work move or carry objects or materials. This position requires: walking standing bending stooping pushing pulling lifting fingering grasping feeling seeing talking hearing and repetitive motions. Must be able to exert up to 10 pounds of force occasionally. Physical demand requirements are at levels of those for sedentary work.

DATA CONCEPTION: Requires the ability to compare and/or judge the readily observable functional structural or compositional characteristics (whether similar to or divergent from obvious standards) of data people or things.

INTERPERSONAL COMMUNICATION:Requires the ability to hear speak and/or signal people to convey or exchange administrative information; includes receiving assignments and/or directions from supervisors.

LANGUAGE ABILITY: Requires the ability to read a variety of reports budget documents statistical reports policies codes standards and informational documentation directions instructions and methods and procedures. Requires the ability to prepare analyses summary presentations report findings and recommendations organizational and flow charts work plans management reviews and correspondence using prescribed formats and conforming to all rules of punctuation grammar diction and style. Requires the ability to speak to groups of people in management and the Mayor and Commission with poise voice control and confidence.

INTELLIGENCE: Requires the ability to learn and understand complex principles and techniques; to acquire and be able to expound on knowledge of topics related to primary occupation; and to make independent judgment in the absence of management.

VERBAL APTITUDE: Requires the ability to record and deliver information to explain procedures and to follow oral and written instructions. Must be able to communicate effectively and efficiently in a variety of administrative technical or professional languages including analytical terminology.

NUMERICAL APTITUDE: Requires the ability to utilize mathematical formulas; to add and subtract totals; to multiply and divide; to determine decimals and percentages; to interpret graphs; to compute discounts interest profit and loss ratio and proportion; to perform calculations involving variables and formulas.

FORM/SPATIAL APTITUDE: Requires the ability to inspect items for proper length width and shape visually with office equipment which may include rulers yardsticks and tape measures.

MOTOR COORDINATION: Requires the ability to coordinate hands fingers and eyes accurately in using office equipment. Requires the ability to use the keyboard lift bend push and pull objects or materials using body parts as the position necessitates.

MANUAL DEXTERITY: Requires the ability to handle a variety of items such as a computer calculator copier facsimile machine telephone and other office equipment. Must have the ability to use one hand for twisting or turning motion while coordinating the other hand with different activities. Must have minimal levels of eye/hand/foot coordination.

COLOR DISCRIMINATION: May require the ability to differentiate between colors and shades of color.

INTERPERSONAL TEMPERAMENT: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under moderate stress when confronted with an emergency.

PHYSICAL COMMUNICATION:Requires the ability to talk and/or hear: (Talking expressing or exchanging ideas by means of spoken words). (Hearing perceiving nature of sounds by ear). Must be able to communicate via telephone.
