Position Description

Seattles Office of Housing (OH) works to build strong healthy communities and increase opportunities for all people to live in a community of their choice in a home they can afford. OH invests in the production and preservation of affordable homes for people with low incomes including individuals and families who are exiting homelessness. The Office also assists lowincome homeowners with home repair loans and weatherization grants so they can safely remain in their homes and neighborhoods.


We are looking for a Capital Investments Strategic Advisor who will serve as the primary lead on complex Cityowned/invested stabilization efforts and largescale redevelopment opportunities to support affordable housing goals. In this role you will manage project underwrites and repositioning lead financial negotiations and project workouts draft and amend housing funding policies and conduct critical economic forecasting to support strategic decisionmaking. You will collaborate with City departments redevelopers and other partners to ensure housing projects align with City priorities and deliver sustainable financeable outcomes.

Job Responsibilities

The top 3 priorities of this work are:

  • Stabilization and Redevelopment:
    • Leading efforts to preserve and reposition affordable housing assets through loan workouts debt restricting and strategic redevelopment
    • Negotiating key project terms with developers lenders and other stakeholders to create financeable and impactful developments
    • Reviewing and approving applications preparing and executing loan paperwork and processing invoices
  • Economic Forecasting and Financial Analysis:
    • Providing datadriven insights to support funding allocations project feasibility and longterm housing investment strategy
    • Conducting economic modeling and forecasting to inform affordable housing capital investments and Seattle Housing Levy implementation
    • Providing expertise on financing mechanisms including federal and state leverage opportunities and assessing potential shortfalls
    • Reviewing and approving project budgets ensuring alignment with financial feasibility and City priorities
  • Contract Negotiations Stakeholder Engagement and Strategic Advising:
    • Leading negotiations for multifamily real estate transactions driving successful outcomes and ensuring alignment with City goals
    • Representing the Office of Housing in negotiations stakeholder meetings and evaluation panels for affordable housing projects
    • Guiding and mentoring Capital Investments Team staff sharing technical expertise and best practices

Qualifications

You will be most successful if you have demonstrated experience in affordable housing finance involving public and private sources community redevelopment real estate finance or other related areas. A commitment to listening creating space for diverse perspectives and the pursuit of affordable housing for all must be at the center of your professional practice. The ability to communicate at all levels tactfully and effectively will also contribute to your success. Specifically youll be prepared to take on this role with a combination of the following:

Experience in:

  • Development of affordable housing
  • Real estate development lending including bridge and permanent loans particularly locally
  • Working at the local government level with a variety of constituents and with community participation
  • Conducing meetings and speaking publicly
  • Conducting site inspections

Knowledge of and Skills in:

  • Professional writing and presentation skills
  • Multifamily subsidy sources including lowincome housing tax credits state housing trust fund Community Development Block Grant and HOME
  • Housing construction rehabilitation land use and building codes

The ability to:

  • Maintain professionalism in controversial complex and public situations
  • Explain technical information to a nontechnical audience
  • Work with a diverse population

This CivilService position is FLSAexempt (not eligible for overtime). It is classified as a Strategic Advisor 1 General Government. The full pay range for this discretionary pay position is $50.08 $75.12 per hour. The salary for this individual role has been identified as $67.90 hourly ($141775.20 Annually based on 2088 hours per year).


Firstround interviews for this position are tentatively scheduled for Wednesday June 25 and/or Thursday June 26 2025. Second interviews are scheduled for Wednesday July 2 2025.

This position offers the flexibility of a hybrid work schedule. Employees of the Office of Housing are expected to be inoffice 3 days per week. Tuesday is currently an inoffice day for the team. Individual schedules will be based on agreement between the employee and their supervisor.


Individuals selected to fill this position may be eligible to receive Language Premium Pay (SMC 4.20.360) which provides a $200.00 monthly stipend to qualified bilingual employees who are properly evaluated and assigned to provide direct communication inlanguage interpretation or translation services to the public on behalf of the City of Seattle.
