Duties and Responsibilities
(NOTE: **denotes Essential Functions)
  1. **Under general supervision performs professional administrative staff support work relating to a variety of campuswide auxiliary services and facilities management (e.g. grounds janitorial maintenance support repairs and renovations).

  2. **Supervises employees of various occupational classifications units (HGEA and UPW) and student employees to provide auxiliary and facility support services and to accomplish designated tasks that are directed.

  3. As directed conduct factfinding investigations or studies into the auxiliary and facilities services units issue(s).

  4. **Consults with a variety of professionals (e.g. contractors vendors campus officials) to address and resolve operational issues provide recommendations and submit reports to the Auxiliary & Facilities Services Manager.

  5. **Manages online work order system for the campus. Reviews approves or reroutes all campusgenerated work requests. Ensures that work orders are appropriately prioritized and assigned to the appropriate auxiliary and facilities services staff or to a contracted vendor.

  6. **Analyzes campus conditions (performs regular inspections of facilities and grounds) the available staffing resources and College priorities and recommends to the manager viable courses of action to manage found problems or concerns.

  7. **Audits and maintains current documents/files (e.g. employee online leave safety files equipment inventory training history budget reports) in accordance with established procedures to assist in personnel actions compliance with applicable rules and regulations and unit accountability and planning.

  8. **Responds to complaints regarding auxiliary and facilities services from the campus; obtains adequate information about the complaint analyzes facts and resolves the issue(s). Reports findings and resolution to the complainant.

  9. **Supervises auxiliary and facilities working supervisors in maintenance grounds and janitorial; a staff totaling 30 employees to ensure that work is performed in accordance with established standards monitors for safety and inspects for completion.

  10. Research and create or modify training specific to the needs of the employees.

  11. **Conducts inspections of campus operations and facilities for compliance with Hawaii Occupational Safety and Health (HIOSH) standards and fire safety codes. Works with governmental agencies for corrective actions.

  12. **Receives training and is knowledgeable about campus building infrastructure and building systems (e.g. HVAC controls irrigation controls power and boiler operations).

  13. Manages procurement activities for the various units. Handles procurement activities for the unit.

  14. Create and manage a current inventory of equipment assigned to employees. Ensure equipment is working properly schedule repairs and maintenance as necessary and develop and manage an equipment replacement plan.

  15. Other duties as assigned.


Minimum Qualifications

  1. Possession of a baccalaureate degree in Business Administration Public Administration Construction management or other related field and 4 years of progressively responsible professional experience with responsibilities for Facilities Management Auxiliary Services or Facilities Operations; or any equivalent combination of education and/or professional work experience which provides the required education knowledge skills and abilities as indicated.

  2. Considerable working knowledge of principles practices and techniques in scheduling and evaluating groups of employees as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts principles and methodologies.

  3. Considerable working knowledge and understanding of applicable federal and state laws rules regulations theories and systems associated with providing awareness and enforcing occupational safety and health standards.

  4. Demonstrated ability to resolve wideranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective innovative and timely manner.

  5. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing verbally and by preparation of reports and other materials.

  6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations groups team leaders members and individuals.

  7. Demonstrated ability to operate a personal computer and apply word processing and spreadsheet software.

  8. For supervisory work demonstrated ability to lead subordinates manage work priorities and projects and manage employee relations.

  9. Minimum of 3 years experience in managing bluecollar staff.

  10. Demonstrated a minimum of three years of experience in training staff.

  11. Minimum of three years of experience working with contractors and vendors in the provision of services equipment or supplies.

  12. Minimum of 2 years experience in purchasing and inventory of goods.

  1. Demonstrated ability to read and understand blueprints/drawings.

Desirable Qualifications

  1. Knowledge of the provisions of the Unit 01 (Blue Collar Worker) collective bargaining agreement.

  2. Experience with the State of Hawaii Procurement process.
